Job Focus Area The Louisiana Department of Education is committed to ensuring that educators and school systems have the high-quality instructional materials, professional learning, technology, and resources needed to support strong teaching and learning for every student. We are seeking an Educational Consultant 4 – Educational Technology Program Manager to join the Division of Academic Content within the Office of Teaching and Learning. This position provides statewide leadership for educational technology and digital learning initiatives and helps connect technology readiness with high-quality instructional materials, curriculum implementation, professional learning, and effective classroom instruction. The Education Consultant 4 will lead statewide programs and initiatives related to instructional technology, digital learning, digital literacy, technology readiness, and technology-supported instruction. The position will also provide program leadership for key components of Louisiana's Instructional Materials Review and Instructional Materials Professional Learning Partner Guide, including review processes, quality assurance, stakeholder coordination, and continuous program improvement. The ideal candidate is a strategic and collaborative leader who can manage complex statewide programs, analyze data and policy, communicate effectively with diverse audiences, coordinate work across multiple teams and partners, and translate emerging technology issues into practical guidance and resources for Louisiana educators and school systems. - Strong knowledge of instructional technology, digital learning, digital literacy, accessibility, interoperability, or technology-supported instruction, including how these areas support effective teaching and learning.
- Demonstrated ability to support the implementation of high-quality instructional materials, digital curriculum, standards-aligned instruction, or other curriculum initiatives.
- Proven ability to develop clear and effective policies, procedures, guidance, implementation resources, professional learning, or technical assistance for educators, education leaders, or other stakeholders.
- Effective program and project management skills, including the ability to coordinate complex work involving multiple teams, partners, vendors, or stakeholder groups and move work toward successful completion.
- Demonstrated analytical skills, including the ability to interpret program data, research, legislation, policy, standards, or emerging practices and translate findings into actionable recommendations or program improvements.
- Strong written, verbal, and interpersonal communication skills, including the ability to communicate complex technical or programmatic information to varied audiences and build productive relationships across teams and organizations.
Eight years of experience in education, teaching, or administrative services; OR
Six years of full-time work experience plus five years of experience in education, teaching, or administrative services; OR
A bachelor's degree plus five years of experience in education, teaching, or administrative services; OR
An advanced degree plus four years of experience in education, teaching, or administrative services. Job Duties: As the Education Consultant 4, you will lead statewide efforts to ensure technology effectively supports high-quality teaching and learning across Louisiana. In this role, you will:
- Lead statewide educational technology and digital learning programs, resources, professional learning, and implementation supports for Louisiana school systems.
- Develop and update guidance, procedures, tools, and resources that support safe, accessible, effective, and instructionally appropriate uses of technology.
- Manage Louisiana's statewide Educational Technology Plan and help monitor progress toward statewide technology goals and priorities.
- Coordinate the annual Technology Readiness Collection, including guidance, technical assistance, data review, analysis, reporting, and follow-up with school systems.
- Analyze educational technology trends, research, data, laws, policies, standards, and emerging technologies to inform statewide recommendations and program improvements.
- Support the Instructional Materials Review process by leading assigned content-area review responsibilities, coordinating reviews and quality assurance, and reviewing submission requirements for technology readiness, accessibility, interoperability, and implementation considerations.
- Lead administration of the Instructional Materials Professional Learning Partner Guide, including planning, submission and review processes, quality assurance, communication with professional learning providers, stakeholder support, and continuous program improvement.
- Coordinate projects and initiatives with Department staff, school systems, vendors, reviewers, advisory groups, and external partners to ensure programs are implemented consistently and effectively.
- Establish work plans, timelines, deliverables, expectations, and quality standards for assigned projects and provide functional leadership and support to Teacher Leader Advisors and other project contributors.
- Prepare reports, presentations, dashboards, guidance, and recommendations for Department leadership and represent the Division of Academic Content on committees, working groups, conferences, and other statewide initiatives.
Position-Specific Details: Appointment Type: Probational or Promotional. The person hired for this position is expected to regularly report to the Baton Rouge office. Current permanent classified state employees may be required to accept a probationary appointment, if selected. Career Progression: This position does not participate in a Career Progression Group Work Schedule: Workdays are Monday - Friday; work hours will be determined. Compensation: The salary offered will be determined based on qualifications and experience.
**Note regarding the advertised pay range: The Education Consultant 4 has a special entrance rate (SER) of $31.25 hourly, $2,500 biweekly that is above the minimum hire rate for these positions. The maximum amounts listed are the maximum salary amounts a person can make over their career and not the maximum amount we are allowed to pay a new hire.
