Summary

As a Real Estate/Property Appraiser with NASA's Office of Strategic Infrastructure, you will conduct and review complex real property appraisals, valuations, acquisitions, out-grants, and real estate agreements. You will provide expert guidance on high-impact transactions that support NASA's mission, infrastructure needs, and expanding commercial space access to Agency facilities and infrastructure.

Duties

  • Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Serves as an Agency technical authority on complex real property appraisal and valuation matters, providing authoritative technical advice and guidance to NASA Headquarters, Centers, Agency leadership, and other stakeholders.
  • Performs final technical reviews of complex, high-value, unusual, controversial, or precedent-setting appraisal reports to ensure property values are accurate, objective, logically supported, and adequately documented.
  • Evaluates appraisal methodologies, assumptions, market data, highest and best use analyses, comparable properties, adjustments, capitalization techniques, cost estimates, depreciation, and reconciliation of value conclusions.
  • Performs complex fee appraisals and develops opinions of fair market value using the sales comparison, income, cost, and/or other appropriate valuation approaches.
  • Conducts appraisals of highly specialized or unique NASA real property and assets, including technical, research, test, infrastructure, and launch-related assets for which comparable market transactions may be scarce or nonexistent.
  • Establishes technical appraisal requirements and develops Statements of Work for contracted appraisal services, including scope, valuation approaches, analyses, documentation, standards, and reporting requirements.
  • Reviews complex valuation issues for real property acquisitions, out-grants, leases, permits, easements, and other real estate actions to ensure fair market value determinations are sound, supported, and protect NASA and Federal Government interests.
  • Independently plans and conducts complex appraisal and review assignments with minimal oversight and defends valuation methodologies, analyses, conclusions, and recommendations before Agency officials and external parties.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level: Assisting with developing, negotiating, or administering complex real estate transactions such as leases, easements, permits, acquisitions, disposals, or out-grants; Performing or reviewing real property appraisals, market analyses, or valuation activities to determine fair market value; and Providing technical guidance on real estate transactions to ensure compliance with applicable laws, regulations, policies, or organizational requirements. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Independently developing, negotiating, and executing complex or high-value real estate transactions involving leases, easements, permits, acquisitions, disposals, or out-grants; Performing, reviewing, or providing authoritative guidance on complex real property appraisals and valuation methodologies used to establish fair market value; and Serving as a technical expert or advisor on complex real estate matters, including resolving transaction, valuation, regulatory, or policy issues involving multiple stakeholders.
