Summary
About the Position: This position is located in the Operations Management Division, Base Operations Medical Installations, Director for Administration , of a local medical treatment facility under the supervision of the Supervisory Performance Assessment Representative. The incumbent monitors and documents performance assessments of services provided by Facility Support Contracts (FSC) and the local Public Works Department (PWD). This is a Direct Hire Solicitation
Duties
- Conducts comprehensive, routine, and random on-site and in-process quality assurance (QA) inspections of purchased facility services, equipment maintenance, mechanical rooms, and structural repairs within the assigned areas of responsibility.
- Reviews and evaluates complex contractor inspection reports, maintenance schedules, and technical submissions for correctness and completeness.
- Identifies, documents, and tracks technical deficiencies on facility equipment and utility systems identified during inspections.
- Performs safety assessments and Quality Management System (QMS) audits at job sites to ensure strict compliance with contract specifications, occupational safety regulations (such as OSHA), and applicable building/life-safety codes.
- Prepares detailed written scopes of work, independent government estimates (IGEs), and technical project requirements for input into the computerized maintenance management system (CMMS).
- Participates in scheduled facility work, project coordination, and budget review meetings, assisting in developing action plans to maximize operational productivity within strict budget constraints.
- Acts as the primary technical liaison between hospital command staff and contractors to report discrepancies, coordinate schedules, and follow-up on requested repairs or re-work.
Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of documented specialized experience which includes serving as an emergency troubleshooter for critical facility utility and structural failures; Investigating unusual, complex, or unexpected facility operating problems, diagnoses root causes, and recommends immediate "quick-fix" stabilization measures as well as permanent, long-term engineering solutions. Follows through to ensure emergency conditions are fully stabilized and directing incoming emergency calls from the Base Operations Medical Installations Trouble Desk to the appropriate contractor for immediate action to maintain hospital operations and patient care. OR Education: Two full years of progressively higher-level graduate education including courses such as engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics, or I have a Master's or equivalent graduate degree in engineering, physical science, or a closely related field, which has equipped me with the knowledge, skills, and abilities necessary to perform the duties of this position. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 36. Add the two percentages.
