The Influence and Integration Department advances ODNI’s enterprise priorities by translating policy intent into integrated, executable approaches across the Intelligence Community. The department supports ODNI’s policy and mission integration efforts by shaping policy frameworks, strengthening governance and oversight, and guiding capability development that connects strategic direction to mission execution. Through disciplined analysis, enterprise coordination, and sustained partnership, the department aligns policy, mission priorities, and analytic leadership to enable coherent implementation of modernization initiatives and reinforce ODNI’s role as the strategic leader of the IC.
Roles & Responsibilities:
The Influence and Integration Department seeks a Strategic Resource Lead to provide expert and strategic resourcing advice to our Government sponsor in the planning and oversight of the sponsor’s budget formulation and execution, proposing allocation of resources between competing demands, and collaborating with senior intelligence officials to ensure critical mission requirements are funded and properly executed. The sponsor requires trusted advisors to perform strategic resource analysis and provide unbiased and independent recommendations on programming resources to achieve planned objectives.
Responsibilities Include:

Deliver analysis results and recommendations within these products: Congressional Budget Justification Book and supporting analyses, responses to Congressional inquiries, directed actions, and budget marks, performance-based budgeting artifacts, budget execution and trend reporting/analyses, contract analyses, policy analyses, and programmatic budget support and analyses.

Provide analysis and assessment of technical and programmatic baselines to ensure alignment with directorate needs/requirements implementation.

The assessment of policy changes and/or technology insertion and their effect on the budget request.

Interpret and assess impacts of new and revised Executive or Congressional language on planned or existing resources.

Review, analyze, and summarize budget exhibits to inform resource strategy.

Leverage existing IT systems to collect, monitor, and analyze current budget allocations to inform resource strategy.

Provide clear, concise, and unbiased recommendations to senior government officials.
Basic Qualifications:
-
Typically requires a minimum of 8 years of related experience with a Bachelor’s degree; or 6 years with a Master’s degree; or 3 years with a PhD; or an equivalent combination of education and relevant experience.

Experience with the Congressional Budget Justification Book (CBJB), the National Intelligence Programs (NIP), or Military Intelligence Programs (MIP).

Experience with the Planning, Programming, Budgeting, and Execution (PPBE) cycle or the Intelligence Planning, Programming, Budgeting, and Evaluation (IPPBE) cycle.

Must have an active Top Secret/SCI w/Poly U.S Government issued Security Clearance. Per the U.S. Government’s eligibility requirements, you must be a U.S Citizen to be considered for a security clearance.

Due to the lengthy clearance process and our urgent need, candidates without an existing TS/SCI clearance with polygraph cannot be considered for this opening.

This position has an on-site requirement of 5 days a week on-site.
Preferred Qualifications:
-
Bachelor's Degree in Finance, Economics, Business, Accounting, Data Science/Analytics or related field.
-
Experience with government budget systems and processes.
-
Experience with analysis conducted using Microsoft Excel.
-
Familiarity with concepts covered in the Certified Defense Financial Manager (CDFM) or the Certified Government Finance Manager (CGFM) certifications.
-
Strong professional writing and editing abilities.
-
Ability to lead a financial-related study, conduct research, collaborate with a multi-disciplinary team, and communicate results for decision makers.

Ability to interact with senior level government officials in a fast-paced environment.

Salary compensation range and midpoint:
$147,200 - $184,000 - $220,800 Annual
