Full job description

Location

Landover, MD with some occasional travel (no overnight travel)

Position Summary

The Program Manager owns execution of Project Management and Administration for the client Initiative task order, serving as the single point of accountability to the Contracting Officer's Representative (COR) for schedule, cost, and deliverable quality across all assigned installations.

Key Responsibilities

  • Coordinate and lead the regional kickoff meeting within 30 days of task award and oversee installation-level kickoff meetings .

  • Develop and submit the Project Management Plan (PMP) within 30 calendar days of award, including staffing matrix, hours-per-labor-category, site visit schedule, and quality control plan

  • Prepare and submit Monthly Status Reports (MSRs) and Engineer Form 93 invoices, broken down by CLIN, by the 5th of each month.

  • Host bi-weekly coordination teleconferences with the COR and installation representatives; attend quarterly in-person progress reviews at Joint Base Andrews.

  • Serve as the COR's primary point of contact; escalate schedule or performance risks within 3 business hours and provide corrective-action recommendations within 8 business hours.

  • Conduct weekly production reviews against the installation-level schedule and redirect regional capacity as installation priorities, access conditions, or workload shift.

  • Track Government Furnished Information (GFI) and the Data Requirements List; maintain the access/training log (DD Form 2875 status) for all assigned analysts.

Required Qualifications

  • Bachelor's degree in business, finance, real estate, or a related field from an accredited institution.

  • Minimum 3 years of project/program management experience, including federal contract delivery.

  • Experience with DoD or federal real property, real estate, or financial management programs strongly preferred given the FIAR/audit-readiness context.

  • U.S. citizen (contract requirement).

  • Strong written and verbal communication skills; experience presenting to government stakeholders.

Preferred Qualifications

  • DoD Financial Management Certification (Level II or III) or PMP certification.

  • Prior experience with NexGen IT or comparable DoD real property systems of record.

  • Prior role as a COR-facing Program or Project Manager on a GSA MAS or similar federal task order.

Travel

Quarterly in-person check-ins at Joint Base Andrews, MD (local day trips from Landover HQ — no overnight travel required). Occasional travel to regional kickoff meetings as needed.

The above salary range represents the range expected for the position; however, final salary offers are based on a number of factors such as the position’s responsibilities; the candidate’s experience, education, and skills; location; travel required; and current market conditions.
