Summary

Duties

  • Serve as principal advisor on all administrative management matters associated with programs and operations.
  • Develop and advise on administrative requirements for a complex organization and actively participate in developing and implementing administrative management policies.
  • Define goals to be met on major program issues, recommend a course of action, and implement the alternative policies for various administrative areas of the organization.
  • Plan, develop, formulate, prepare, execute, monitor, and/or forecast organizational budgets.
  • Advise program managers regarding budgetary concerns such as projected shortfalls or unanticipated financial needs. Provide advice regarding significant deviations from original plan.
  • Analyze financial and budget control statements to advise management on the status of funds. Assist in the review of analyzing budgets for each object class, appropriate allotments, and use of allocated funds in conformance with regulations.
  • Provides administrative support for organizational procurement and contracting by providing, securing and/or negotiating for the resources or services needed to manage and run an organization.
  • Counsel employees on performance matters, and provide advice on employee disciplinary issues.
  • Set goals or plan work to be accomplished by subordinates and prepare schedules for completion of work.

Qualifications

You qualify at the GS-13 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12] level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1.) Planning, developing, executing and monitoring budgets with many different sources and types of funding. 2)Serving as approving official for requisitions of equipment, supplies, and other materials and services. 3.) Providing advice in a variety of human resource areas such as staffing and recruitment, employee development and training, and conflict resolution. 4.) Developing standards/policies/procedures involving administrative functions in an organization. AND 5.) Leading projects, work groups, or staff activities by setting priorities, monitoring progress, resolving issues, and ensuring wok products meet program objectives, schedules, and applicable requirements. You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay. This position is designated as a "non-emergency/teleworker" position and the selected candidate will be considered a "non-emergency/teleworker" employee. In the event of a closure, you must be available to telework or request leave. At the supervisor's discretion, this position may offer work schedule flexibilities. Based on your appointment, a one or two-year trial/probationary period may be required. A decision regarding your continued employment with NIH will be made as you near the end of this period. A one-year supervisory trial/probationary period may be required upon selection/ placement.
