REVIEW THE ADDITIONAL INFORMATION BELOW FOR FURTHER DETAILS Responsibilities The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Responds to current and future needs within the orientation & experience program by implementingimprovements to the program's automation, reports, and processes to deliver a successful program.Recommends and initiates changes and/or coordinates with stakeholders on the design, redesign, orenhancement of the current program. Coordinate meetings with stakeholders to ensure appropriate interests are represented, functionalrequirements are included in the Orientation & Experience program and that stakeholder feedback isincorporated into program/project plans and executed. Duties require extensive collaboration among counterparts across IRS, and Treasury. Ensures efficient and effective coordination of in person and virtual Orientation & Experience sessions, including logistical planning, reporting instructions, evaluation reports, records tracking, issue triage, and support to program staff, managers, supervisors, and new employees. Records, tracks, and maintains information on new IRS employees from the time of selection through week two after onboarding, by using the appropriate HR systems/technologies. Analyzes orientation & experience programs, processes, and practices. Identifies trends and anticipatesadverse impact on budget and/or work plans and identifies problem areas or risks. Assesses the impact ofnew programs and legislative changes on the existing Orientation & Experience program and presentsfindings/impacts to the supervisor. Determines sources of information, adequacy of materials and methods; analyzes previous orientation &experience evaluations and recommends improvements based on new hire and orientation & experienceemployee feedback. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement. QUALIFICATIONS GS-11: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level (GS-9) in the normal line of progression in the Federal service. Specialized experience for this position includes: Experience assisting customers and/or management on a wide range principles, practices, and advisory services related to a Human Resources (HR) specialization such as, but not limited to, HR systems, compensation, classification, recruitment, employee benefits, organizational development, performance management and employee labor relations. Experience applying recruitment and placement regulations, laws, and OPM guidance and providing comprehensive recruitment and placement staffing assistance. Experience assisting with conducting a variety of analytical studies and/or projects involving complex programs, systems, or issues having impact on multiple IRS locations and/or organizations to persuade, negotiate, and provide technically sound information in a highly effective and clear manner. Experience assisting with special projects and programs and utilizing HR information systems (e.g., HR Connect, USA Staffing, Career Connector) to resolve errors, verify data, and perform quality review. OR you may qualify based on education as follows: A Ph.D., or equivalent doctoral degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR three (3) full years of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR LL.M. in a field if study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR you may qualify with at least one (1) year of combined education and experience as defined above. QUALIFICATIONS GS-12: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level (GS-11) in the normal line of progression in the Federal service. Specialized experience for this position includes: Experience assisting customers and/or management on a wide range principles, practices, and advisory services related to a Human Resources (HR) specialization such as, but not limited to, HR systems, compensation, classification, recruitment, employee benefits, organizational development, performance management and employee labor relations. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens" TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible.
