Summary OIG is organized into six operational units: the Immediate Office of the Inspector General, Office of the Counselor, Office of Audits and Evaluations, Office of Healthcare Inspections, Office of Investigations, and Office of Management and Administration. In addition to the Washington, DC, headquarters, OIG has offices located in more than 60 locations throughout the country. Responsibilities Duty locations are limited to the following for this position: Bay Pines, Florida Dallas, Texas Frederick, Maryland Kansas City, Missouri Manchester, New Hampshire As a/an Human Resources Specialist (Employee Relations), you will: Provides day-to-day assistance, interpretation, information and guidance on the full range of employee relations problems and issues which affect the function to include organizational goal performance, individual performance, performance appraisal systems, ER training programs, etc. Develops policies, regulations and procedures related to all forms of communication and counseling necessary to maintain effective relations between management and the workforce. This includes intra-management communication, communication with employees collectively and individually, and performance counseling. Provides day-to-day assistance, interpretation, information and guidance on the full range of employee relations problems and issues which affect the function to include organizational goal performance, individual performance, performance appraisal systems, ER training programs, etc. Must be thoroughly familiar with Federal and agency employee relations policies, procedures and precedent cases, and have the ability to adjust to the unique employee relations' environment. Requirements Conditions of Employment The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period. - Public Trust - Background Investigation will be required. -Travel nationwide under tight deadlines. The incumbent should anticipate frequent walking and standing as a component of this travel. - If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so. - Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer. - Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. - Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. - Obtain and use a Government-issued purchase card for business-related travel. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. To qualify for this GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Evaluating and developing programs supporting employee relations, reasonable accommodations (RA), and performance management; AND Interpreting regulations, policies and procedures governing Employee Relations, RAs, and performance management programs to provide advisement to management officials. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
