Summary

Positions are in various NASA organizations and may be filled in any advertised series or grade. A targeted area is focused on expertise for Program, Planning, and Control, leading program and administrative functions, developing policies and analytical methods, and advising leadership on strategies that strengthen program execution and organizational effectiveness.

Duties

  • Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Leads program planning and control (PP and C) strategies, integrating cost, schedule, risk, and performance data for high-impact decisions.
  • Conceives and manages major administrative and program functions requiring expert interpretation of broad policies and complex issues.
  • Provides authoritative consultation to senior leaders on integrating PP and C, business operations, and program objectives.
  • Develops and interprets Agency-wide PP and C and program management guidelines, standards, and analytical methods.
  • Leads complex analyses and studies to evaluate program effectiveness, organizational processes, and strategic impacts. Performs additional program and management analysis duties aligned with evolving mission and organizational needs.
  • Represents NASA in high-level negotiations and discussions to resolve issues involving diverse stakeholders and priorities. Oversees creation of high-visibility reports and briefings synthesizing analytical findings for senior leadership.
  • Drives innovation by developing new PP and C or business operations concepts, strategies, or analytical approaches. Leads multidisciplinary teams as the recognized analytical and program management expert for key initiatives.
  • For supervisory positions, you will perform a full range of supervisory duties, which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-09 level, you must have: a) One year of directly related specialized experience equivalent to the GS-07 level: Assisting in gathering, organizing, or analyzing program data to support routine studies, assessments, or reports; providing basic administrative or program support such as data entry, document tracking, workflow coordination, or record maintenance. OR b) Completed all requirements for a master's or equivalent graduate degree in an appropriate field OR c) Completed 2 full academic years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in an appropriate field OR d) LL. B or J.D, if related OR e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above To qualify for GS-11, you must have: a) One year of directly related specialized experience equivalent to the GS-09 level: Applying analytical methods to evaluate program operations, schedule or cost data, or organizational processes; supporting development or documentation of planning and control products (e.g., schedules, cost data, performance metrics, WBS elements, baseline records). OR b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field OR c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field OR d) LL.M., if related OR e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level: Using a variety of analytical and evaluative methods to assess program effectiveness, schedule performance, cost trends, or operational issues; presenting analytical findings to stakeholders to inform decisions; developing or contributing to management assessment products such as integrated schedules, resource analyses, planning packages, or performance reviews. To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level: Applying advanced qualitative and quantitative methods to manage or assess complex programs, evaluating effectiveness, milestones, or performance against objectives; originating analytical techniques or criteria to address complex problems, risks, or interrelated issues across programs; advising senior officials on complex issues. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Developing, integrating, or managing major analysis or management assessment products such as cost/schedule baselines, enterprise metrics, or significant program reviews; developing policy or strategic guidance; exercising oversight responsibility for program or organization operations and outcomes. To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Conceiving, planning, or managing major administrative or program functions with broad impact, requiring expert interpretation of nonspecific policy or legislative direction; leading high-level negotiations or discussions to resolve complex issues involving divergent stakeholder priorities; advising executive or senior leadership on critical programmatic and organizational matters. Education
