The Colorado Department of Revenue is seeking a proven, high-level leader to serve as Chief Administrative Officer (CAO). Positioned within the Executive Director’s Office, the CAO serves as a pivotal executive driving organizational compliance, policy standardization, and the physical and operational infrastructure of the agency.
Operating in an environment that touches virtually every Colorado resident—through taxation, motor vehicle registration, lottery operations, and regulatory enforcement—the CAO ensures that CDOR’s operational and administrative frameworks remain legally compliant, modern, efficient, and aligned with complex statutory mandates. What You'll Do:• Statewide Real Estate & Footprint Optimization: Direct the strategic management, lease negotiations, andphysical footprint optimization of the agency’s statewide portfolio, including central headquarters, regional DMV offices, and secure facilities.
- Capital Budgeting & Facility Operations: Oversee capital budget requests for facility upgrades, tenant improvements, and office relocations while ensuring ADA compliance and improved customer wayfinding.
- Continuity of Operations & Emergency Preparedness: Lead physical access security and rigorously test Continuity of Operations (COOP), disaster recovery, and business continuity plans to ensure resilience duringemergencies.
- Public Records Governance & CORA Compliance: Serve as the executive sponsor for Colorado Open Records Act (CORA) compliance, ensuring legal, transparent, and timely handling of public requests while safeguardingconfidential data.
- Digital Transformation & Records Strategy: Direct agency-wide records management, enforcing retention schedules and leading continuous improvement projects to transition legacy paper archives into secure digital systems.
- Cross-Divisional Strategic Operations: Act as the primary administrative bridge between programmatic divisions and the Executive Director's Office, while providing operational oversight and resource management for the Hearings Division.
- Administrative Policy & Leadership Advisement: Oversee the drafting and standardization of internal policies/SOPs and serve on the Executive Leadership Team (ELT) to advise on administrative and risk impacts.
- Safety & Fleet Management Program: Direct the agency’s safety program, overseeing fleet maintenance, leading the safety committee, and collaborating with HR Risk Management to mitigate operational risks.
- Strategic Workforce & Space Alignment: Partner with Human Resources to lead workforce planning initiatives, aligning staffing projections, hybrid/remote work models, and physical space utilization.
- Process Optimization & Special Projects: Analyze operational capacity to eliminate bureaucratic bottlenecks, evaluate alternative service delivery models, and manage complex ad-hoc projects such as organizational restructures.
Minimum Qualifications Experience Only: Ten (10) years of relevant experience in an occupation related to the work assigned to this position, two (2) of which must have included experience with public or business administration, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives.

Preferred Qualifications:The ideal candidate will possess the following skills:

Demonstrated experience serving in an executive or senior administrative leadership role within a large, complex public sector agency or state department.

Proven track record of serving as a strategic bridge between executive leadership and operational units to eliminate bureaucratic bottlenecks, streamline operations, and align cross-divisional activities.

Extensive experience leading complex, large-scale administrative initiatives, such as organizational restructurings, fleet management optimization, or space utilization studies
-
Extensive background in real estate portfolio management, including contract and lease negotiations, footprint optimization, and regional facility strategy.

Experience managing capital budget requests, tenant improvements, large-scale office relocations, and ensuring full ADA compliance across public and employee spaces.
-
Demonstrated success in developing, testing, and maintaining Continuity of Operations Plans (COOP), physical security access controls, and emergency response frameworks.

Experience leading strategies to enhance public brand recognition, customer experience, and facility wayfinding.

Executive-level oversight of public records request processes (e.g., Colorado Open Records Act or equivalent FOIA processes), balancing public transparency with sensitive data protection.

Proven experience leading enterprise document retention strategies, secure record destruction, and digital transformation initiatives (transitioning legacy paper processes to searchable, digital document systems)

Demonstrated ability to draft, standardize, and maintain agency-wide internal policies and Standard Operating Procedures (SOPs) in compliance with state laws.
Conditions of Employment with the CDOR: Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.
As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations.
Pursuant to the Universal Driving Standards Policy, any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle. To be compliant with the new fleet vehicle policy, Motor Vehicle Records (MVRs) will be pulled for review for workers who:

Are required to operate a vehicle as part of the position

Utilize a State fleet vehicle as a pool vehicle
