The South Carolina Department of Public Health (SC DPH) is seeking a diligent and analytical Grant Accountant to support financial reporting, grant compliance, and cash draw-down management for a diverse portfolio of federally funded programs. This role serves as an essential liaison between program staff, federal agencies, and internal financial teams, ensuring that all grant-related accounting activities are accurate, timely, and compliant with State, Federal, and agency requirements.

Job duties will include, but are not limited to:

  • Financial Reporting & Grant Accounting

  • Prepare and submit required internal and external financial reports for an assigned portfolio of grants, including Federal Financial Reports (FFRs).

  • Collaborate with program staff to develop custom financial reports as needed.

  • Perform grant accounting tasks such as journal entries, grant reconciliations, time and effort reconciliations, audit requests, and other duties supporting accurate grant management.

  • Invoicing & Contract Billing

  • Prepare, review, and submit invoices for multiple grant-funded contracts, ensuring accuracy and inclusion of required supporting documentation.

  • Federal Draw-Down Management & Reconciliation

  • Reconcile federal letter-of-credit draw-downs with corresponding federal grant systems for programs supported by US Department of Housing and Urban Development (HUD), Women, Infants, and Children Nutrition Program (WIC), US Department of Health and Human Services (USHHS), and the Department of Justice.

  • Request and manage federal cash draw-downs in accordance with Agency policies and procedures.

  • Perform timely reconciliations to ensure all cash draws align with recorded expenditures and are posted to the correct grant.

  • Maintain and provide federal draw documentation for audit review.

  • WIC Food & Farmers Market Draw Processing

  • Process daily WIC food and Farmers Market draws, applying rebate funds according to program guidelines.

  • Initiate and complete daily wire transfers and prepare all supporting documentation for Accounts Payable to ensure timely and accurate payment processing.

  • Other Duties as Assigned

  • Provide support for ad-hoc duties as assigned to meet operational needs.

State Minimum: A bachelor's degree in accounting, finance, business, or a related field and professional experience in a related area, such as accounting, auditing, finance, or banking.

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Agency Minimum: A bachelor’s degree, or an associate degree and three (3) years of relevant experience, or a high school diploma and six (6) years of relevant experience.

Any equivalent combination of education and/or experience that demonstrates the required knowledge, skills, and abilities may be considered in meeting the minimum qualifications, subject to approval by the DPH Chief Human Resources Officer, or their delegate.
