Full job description

Performs executive-level professional duties developing, directing, and evaluating a complex financial and managerial accounting or budgeting system. Directs and supervises the overall administration of SCEMD’s finance section to include activities associated with fiscal management, procurement, and contract administration, in coordination with the Office of the Adjutant General. Maintains oversight of state appropriations, Fixed Nuclear Facility, Department of Energy, and Homeland Security Grants; tracks and monitors Division’s financial matters in the state’s SC Enterprise Information System software. Develops and maintains standard cost accounting systems, including the recording, processing, and compiling of financial data not captured by normal accounting processes. Establishes, maintains, and supervises the use of an extensive internal chart of accounts. Devises account and object identification codes and coordinates the agency accounting system. Writes and promulgates agency accounting policies and procedures. Develops and directs budgetary processes, policy interpretations, development and dissemination of procedures, data accumulation, economic forecasting, budgetary request preparation and analysis, estimate revisions, final budgetary consolidation, internal and external presentations, and implementation and monitoring of financial and statistical reporting. Confers with top management about budgetary goals and objectives. Confers with external agency officials about budgetary and planning requirements. Plans, develops, and implements accounting policies and procedures applicable to the financial needs of the agency and all agency programs, including budgeting. Analyzes budget projections and makes recommendations for funding changes; executes and maintains Smartlink cash transactions and reports. Compiles and completes the FEMA financial reports in federal software systems; prepares withdrawal vouchers. Prepares financial status reports on open disasters. Completes GCR and D38, Federal Maintenance forms and submits to the State Budget Office through designated software systems. Completes Federal Project Review Forms as required for federal projects. Develops and processes federal subcontracts with the SC counties, state agencies, and universities; assures that all contracts and subcontracts follow established regulations. Serves in the State Emergency Operations Center during actual response activation and during exercises as assigned. A bachelor's degree with accounting courses and professional experience in a related area such as accounting, auditing, banking or finance. Experience in the State’s SC Enterprise Information System software is essential to successfully perform job duties. Employee must have a thorough knowledge of state and federal government fiscal procedures and practices, and of regulations and policies as they pertain to finance, personnel management and procurement procedures. Must have knowledge of regulations, policies, and laws pertaining to grant administration and funding practices. Must possess the ability to lead group discussions and seminars on fiscal reporting procedures. South Carolina Certified Emergency Manager certification preferred or will seek to complete within three years.
