Duties
If selected for this position, you will serve as the Contracting Officer for the United States Attorney's Office, District of Montana. Typical work assignments will include: Performing pre-award and post-award work on a variety of contract actions. Developing and documenting acquisition strategy for procuring supplies and services that may require a variety of specialized handling provisions, terms and conditions. Preparing all solicitation documents necessary to support a variety of contract actions. Monitoring contractual milestones. Developing and maintaining familiarity with Government contracting procedures, business practices, the Federal Acquisition Regulations (FAR) and other regulations, policies and procedures. Performing cost and price analysis, preparing contracts and executing award documents. Preparing statements of work and resolving non-complex problems in the pre-award and post-award phases. Reviewing requisitions and determines appropriate contract type, competition requirements, contract vehicle and applicable FAR authorities. Reviewing technical and cost evaluation reports for accuracy and completeness. Overseeing the performance management and assignments of the Contract Specialist, Purchasing Agent and Administrative Services Assistant. Responsibilities will increase and assignments will become more complex as your training and experience progress. Qualifications
NOTE: To be considered "qualified" for this position, your specialized experience must be described in your resume. To be QUALIFIED for this position, you must meet BOTH the basic requirements and the minimum qualifications. BASIC REQUIREMENTS: Applicants must have One (1) of the following: A four (4) year course of study leading to a Bachelor's Degree in any field of study from an accredited college or university; OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management from an accredited college or university. OR Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. You must submit your transcripts (unofficial or official) to verify basic qualifications for this position or you will be disqualified. In addition to meeting the Basic Qualification Requirements as described above, applicants must also meet the minimum qualifications as defined below: MINIMUM QUALIFICATION REQUIREMENTS: GS-12: To qualify for the GS-12 Contracting Officer, you must have one year of specialized experience at the GS-11 level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Examples of specialized experience are: developing policy, compiling procurement data, reviewing requisitions for adequacy of the statement of objectives and/or performance work statement, determining allowable expenditures of appropriated funds, soliciting price quotations or proposals, awarding purchase orders, preparing documentation to support award decisions, and resolving contractor performance issues. Must have successfully completed the applicable certification requirements including mandatory training as prescribed for federal procurement functions, which includes those prescribed as FAC-C (Level I) requirements or equivalent certification. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy. To be well-qualified, you must satisfy all qualification requirements for the vacant position and receive a score of 85 or better on established ranking criteria. You must provide proof of eligibility to receive selection priority. Such proof may include a copy of your written notification of ICTAP eligibility or a copy of your separation personnel action form. Education
All academic degrees and coursework must be completed at a college or university that has obtained accreditation or pre-accreditation status from an accrediting body recognized by the U.S. Department of Education. How You Will Be Evaluated
Your complete application package (resume/supporting documentation, online questionnaire, and USA Hire Competency Based Assessment) will be evaluated and rated using DOJ's Category Rating and Selection Procedures. If it is determined you meet minimum qualification requirements, your application will then be placed in one of three categories: Best Qualified, Highly Qualified, or Qualified.
