Summary About the Position: This Contract Support Specialist position is located at the White Sands Test Center Resource Management Directorate, Procurement and Accounting Division, Procurement and Contracts Branch, White Sands Missile Range, NM.(merit). Responsibilities Prepare and present written guidance, decisions, briefings, and reports. Serve as a key point of contact, providing technical advice on all matters relating to contract management. Administer and procure a variety of specialized equipment and complex services. Perform complex contract administration duties, ensuring all procurement activities adhere to agency policies. Develop procurement plans and evaluation systems. Evaluate contractor proposals, cost and pricing data, and business systems to make recommendations. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes: 1) Planning and conducting pre-award and/or post-award procurement actions; 2) Advising on and preparing documents for contract modifications; and 3) Execution of government purchase card request. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11 or NH-02. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, no substitution of experience is allowed. You will be evaluated on the basis of your level of competency in the following areas: Communications Contracting/Procurement Planning and Evaluating Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. This position requires Contracting Officer's Representative (COR) certification and is required to complete all associated training and or certifications per Defense Federal Acquisition Regulation (DFAR) and the Army Federal Acquisition Regulation Supplement (AFARS). This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. In making this determination, the agency may consider your performance and conduct; agency needs and interests; whether your continued employment supports organizational or Government goals; and whether it promotes the efficiency of the Federal service. Continued employment requires written certification that it advances the public interest. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-03 is equal to the former GS-12 Step 01 through GS-13 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $116,932. White Sands Missile Range is DoD's largest, fully-instrumented, open air range, provides America's Armed Forces, allies, partners, and defense technology innovators with the world's premiere research, development, test, evaluation (RDT&E), experimentation, and training facilities to ensure our nation's defense readiness. White Sands Missile Range is a unique tri-service facility for test, evaluation, research, and assessment of military systems and commercial products. The range is located in the Tularosa Basin of south-central New Mexico 30 miles east of Las Cruces, New Mexico, and 45 miles north of El Paso, Texas.
