Description

SAIC has an immediate opening for a talented IT Acquisition SETA with source selection experience to provide full‑spectrum pre-award program management office support to the NRO Communications Directorate.

This role joins a team providing complete pre-award acquisition support and technical advice to our NRO’s Communications Directorate customer.

Qualified candidates must possess demonstrated acquisition and contracts experience and expertise, continuity of effort, and value-added judgement on a full spectrum of pre-award acquisition tasks.

Daily Activities include:

  • Working with Program Office (COTRs, GPOCs, SETAs, etc.) and Contracts staff (Contracting Officers, Contract Specialists, etc.) to develop acquisition strategies and documentation.

  • Supporting acquisition planning, solicitation, evaluation, award and execution for Competitive Acquisitions, Indefinite Delivery, Indefinite Quantity (IDIQ) contracts, Task Orders, (TOs), Broad Agency Announcements (BAAs) as well as alternative contracting approaches such as Other Transaction Agreements (OTAs) and Commercial purchases.

  • Drafting common acquisition artifacts such as Market Research Reports, Statements of Work (SOW), Acquisition Strategy Council (ASC) briefings, Justification and Approvals, (J&As), Contract Data Requirements Lists (CDRL), In Scope Determinations, proposal evaluation criteria, RFI’s etc.

  • Providing acquisition advisory services during technical and cost evaluations of proposals.

  • Working with technical staff documenting technical and programmatic requirements.

  • Drafting technical evaluations and functioning as an advisor in source selections.

Qualifications

TYPICAL EDUCATION AND EXPERIENCE: Bachelors and ten (10) years or more of related experience; Masters and eight (8) years or more experience; PhD or JD and five (5) years or more experience. *certifications and significant experience/training may be considered in lieu of degree.

  • Must be a U.S. Citizen with an active Active Top Secret/SCI with Polygraph

  • Expertise and experience with the IC acquisition cycle, requirements processes, budgetary practices, and acquisition documentation.

  • IC Source Selection Experience preferred

  • Knowledge of NAM Source Selection Procedures

  • 7+ years of government/commercial contracting / acquisition experience, DAWIA Certification in Contracting or Program Management

  • Experience with drafting traditional/non-FAR acquisition vehicles a plus (IDIQ, BAA, OTA, etc.)

  • Demonstrated ability to work in a fast paced, dynamic and agile environment.

  • Demonstrated ability to work in cross-functional teams.

  • Exceptional communication and coordination skills.

  • Effective interpersonal skills

  • Demonstrated experience supporting post-award contract execution and program management in a construction or facilities environment

  • Experience managing task order-based contracts and processing Engineering Change Proposals (ECPs) in a construction context

  • Prior experience supporting data center construction, retrofit, or modernization projects is a plus

Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
