The Iowa Department of Inspections, Appeals, and Licensing (DIAL) is seeking a highly motivated, skilled, solution-oriented, and enthusiastic professional to join our regulatory department and serve as a Program Planner 3 - Iowa Professional Health Program Coordinator within our Licensing Division at our central office at 6200 Park Avenue, near Valley Junction in Des Moines, Iowa.

Our goal is to be an effective, efficient and approachable regulatory agency. To accomplish our Mission, the individual selected for this position will become an integral part of the Monitoring bureau by ensuring compliance with board disciplinary orders in the division.

DIAL is a multifaceted regulatory agency charged with protecting the health, safety, and well-being of Iowans, and is comprised of eight core operational divisions: Administrative Hearings, Building & Construction, Health & Safety, Investigations, Labor/OSHA, Licensing, Workers’ Compensation, and Administration.

What We’re Seeking The successful candidate for this fast-paced position is a self-motivated, structured, and detail-focused individual with a strong background in case management and demonstrated team leadership skills. You will excel in this role if you combine sound judgment and critical thinking with a commitment to high ethical standards and a desire to master the statutes, rules, and standards governing health professions in Iowa.

  • Case Management & Leadership Experience: Proven track record of successful case management, managing complex caseloads, meeting tight deadlines, and providing guidance to team members.

What You’ll Do The primary goal of this position is to support program participants while ensuring public safety through monitored health compliance by

  • Providing independent, consistent, and legally sound case management to ensure participant compliance with IPHP contracts while protecting public safety and supporting recovery.

  • Servoing as lead worker, providing operational guidance to program case managers while working collaboratively with committee members, licensing boards, program attorneys, and healthcare treatment teams as well as assisting the bureau chief by performing such duties as training and instructing employees, answering questions, distributing and balancing the workload, and checking work.

Seven years of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility).

  2. All of the following (a, b, and c): a. One year of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility); and b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in any field equals one year of full-time experience.

  3. Graduation from an accredited school of law.

  4. Current, continuous experience in the state executive branch that includes nine months of full-time work as a Program Planner 2 or twenty-seven months of full-time work as a Program Planner 1.
