Summary

This job opportunity is for an STRATEGIC PLANS AND TRAINING OFFICER, position description D2948000, within the JFHQ of the New Jersey Air National Guard. This vacancy announcement is a Title 32, Excepted Service position. This position is located in the Joint Force Headquarters-State (JFHQ-State), Strategic Plans and Training Directorate (J-5/7). The primary purpose of this position is to serve as the Officer over Strategic Plans and Training for the JFHQ-State.

Duties

As an STRATEGIC PLANS AND TRAINING OFFICER, GS-0301-12, you will: Serve as the primary staff director for developing, managing, evaluating, and improving?joint integration plans, joint training exercises, joint Professional Military Education, and action plans for approved joint strategies for the department. Provide direction and oversight of the planning for stationing and implementing approved joint force development, supporting operational planning, evaluating and disseminating joint doctrine, developing and managing education and professional development, training exercises, readiness, and assessment. Conduct statewide analysis for strategic planning, re-engineering issues, and program integration. Synchronizes and integrates strategies with Combatant Commanders, NGB, other services, supported federal and state agencies, and the federal response plan. Conduct and oversees the completion of detailed studies in response to the state Adjutant General and Chief Joint Staff requests and prepares executive summaries, information papers, and briefings for internal and external audiences. Employ advanced management principles, data compilations, and the development of recommendations to affect current sources, infrastructure, and future requirements. Ensure standardized Interagency/Intergovernmental coordination processes with non-federalized (Title 32) National Guard across the state. Engage and works with directorate strategic planners and functional management teams to ensure proper planning and analysis for future force structure activities include capabilities analysis, demographic information, and ongoing transformation planning for out-year activities. Compiles, performs, publishes, and oversees a comprehensive analysis for each future program to prevent duplicate use of resources. Responsible for the administration, implementation, and execution of a quality Strategic Plans and Policy program. Perform other duties as assigned. Requirements

General Experience: Must have experience, education, or training in the following: Knowledge of principles of organization, management, and administration. Skill in using computer and automation systems Specialized Experience: Must have 36 months experience, education, or training in the following: Program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
