Summary

The primary purpose of this position is to direct and execute the current operations short range planning and reporting functions to include planning, scheduling, flight following and support to current, immediate, or pending flight operations. To develop and implement the 92d Air Refueling Wing's weekly aircrew flying, simulator, and alert schedules.

Duties

Schedules and coordinates all short range airlift mission planning and weekly flying schedules for the 921d Air Refueling Wing. Commits air refueling resources of/for the wing. Briefs the Weekly Flying Schedule to the Wing Commander, Deputy Wing Commander and Operations Group (OG) Commander, and Logistics Group (LG) Commander during the weekly scheduling review meeting. Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions Transportation Operations Series 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Thorough knowledge of the functions, processes, and principles of management as they apply to aircraft operations, aircraft scheduling and documentation, and the efficient use of personnel and resources in order to effectively and efficiently allocate Fairchild AFB KC-135 R/T assets to Tanker Airlift Control Center and local training taskings. Knowledge of air refueling and airlift operations. Knowledge of aircraft capabilities and limitations to include: range, fuel requirements, configuration, crew duty day, and crew rest and ground times.Knowledge of all station and country restrictions to allow safe and efficient flow of airlift resources. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, education must have major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position. NOTE: You must submit copies of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of applying analytical and evaluative techniques to the identification, consideration and resolution of issues or problems related to current operations planning and reporting functions in support of current, immediate or pending flight operations. Knowledge of fact finding and coordinating techniques to obtain information and coordinate air refueling and airlift mission requirements, functions and procedures. Knowledge of the air refueling and airlift operations, regulations, principles, and peculiarities of aircraft scheduling. Knowledge of problem solving techniques and be able to recognize the dimensions of the problems involved in order to establish facts and take necessary actions to develop alternate mission details. Knowledge of mission and scheduling terminology to coordinate with other operations activities is required. 6. Knowledge of flying operations organizational structures and airlift programs. Knowledge of Quality principles Skill in using a personal computer in order to manipulate data or generate spreadsheets or reports. Skill in using aircraft scheduling unique computer systems, such as, GDSS or C2IPS. Skill in written and oral communication. Ability to plan, organize work, and meet deadlines. Knowledge of a wide range of KC-135 operations policies, principles, practices, operational concepts, procedures and guidelines. Knowledge of aircraft performance capabilities and limitations. Knowledge of KC-135 operations directives, plans, regulations, techniques, systems and processes. Knowledge of organic operations policies, capabilities, restrictions, limitations, practices, and requirements data. Knowledge of various computer systems that pertain to transportation/air refueling operations and those systems required to perform the work.Knowledge of diplomatic clearance requirements worldwide so missions planned to over fly land in countries requiring clearance will be properly cleared. Knowledge of flight operations, visual and instrument flight rules, Federal Aviation Regulations, airfield information and restrictions, en route supplements, etc. Knowledge of flying instructions, Flight Information Publications (FLIP) documents, guidelines and worldwide route planning, international airway routes and structure, oceanic routes, controlled and special use airspace, aeronautical charts, airways and flight safety issues. Knowledge of aircrew flying limitations and crew rest requirements. Ability to develop a mission itinerary. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
