Full job description

General Description:

Under the direction of the Chief Operating Officer and Chief Financial Officer, the director serves as the New Jersey Department of Health’s (NJDOH) Director of the Accounting & Procurement Office. The Director provides strategic and operational leadership for the office and is responsible for the overall financial and technical operations of its three units: Accounts Payable, Cash Management, and Procurement.

The Director provides daily oversight of all office operations and is responsible for the effective management, direction, and supervision of staff. The position provides professional-level leadership in financial management and serves as a trusted advisor to directors, managers, supervisors, and senior staff on regulatory, fiscal, and technical financial matters.

The Director must maintain a comprehensive understanding of State and federal funding sources and their administration within State Government Accounting, including applicable statutes, regulations, policies, procedures, and internal controls. The successful candidate will ensure that financial operations are conducted in accordance with all applicable State and federal requirements and support the Department’s financial stewardship and accountability objectives.

The ideal candidate will possess a comprehensive understanding of State fiscal processes related to accounts payable, cash management, and procurement, including applicable requirements, controls, policies, and procedures. Experience with and knowledge of State financial and business systems, including New Jersey Comprehensive Financial System (NJCFS), NJSTART/MACSE, Business Objects, SAGE, and SharePoint, is preferred.

The successful candidate will demonstrate strong leadership, financial acumen, analytical and problem-solving skills, and the ability to effectively communicate complex fiscal and regulatory matters to stakeholders at all levels of the Department.

Requirements:

Education and Experience:

A Bachelor’s degree from an accredited college or university is expected. An advanced degree in management, administration, finance, accounting, or a related field is preferred and may be considered an asset.

A minimum of five (5) years of supervisory or managerial experience is expected, with demonstrated experience in a variety of management functions and organizational responsibilities.

Candidates must demonstrate a record of significant professional accomplishments, as well as strong communication, leadership, and organizational skills.

Demonstrated managerial competencies are required, including interpersonal and communication skills; sound decision-making and problem-solving abilities; analytical and creative thinking; administrative judgment; effective delegation; managerial and financial controls; interdepartmental collaboration and liaison; staff development and mentoring; and organizational awareness.

Specific requirements may be waived by the Commissioner of Personnel when sufficient justification is provided.
