Supervisory Intelligence Specialist (Operations)

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W0JAAA US ARMY COUNTERINTELLIGENCE COMMAND. Serves as Director of the Capability, Utilization, and Engineering (CUE) Team of the Army Surveillance Detachment (ASD).

Duties

• Designs and manufactures technical enhancements to existing surveillance capabilities.
• Develops long-range technical collection capability plans aligned with organizational mission.
• Leads complex contracting negotiations that resolve significant procurement obstacles.
• Makes final determinations on accepting, amending, or rejecting complex technical work products.
• Advises senior executive leadership on complex, sensitive operational and technical matters.
• Develops and oversees agency-wide technical collection modernization strategy.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1. Experience planning and executing a technology modernization initiative for surveillance or intelligence collection equipment, including budget management. 2. Experience providing both administrative and technical supervision to a team of specialized professionals (e.g., engineers, surveillance specialists) including performance management and work assignment. 3. Experience directing counterintelligence physical surveillance or counter-surveillance/surveillance detection operations, including equipment selection and mission planning. 4. Experience executing procurement and contracting actions for specialized technical or operational equipment, including resolving non-routine acquisition challenges. You will be evaluated on the basis of your level of competency in the following areas: Surveillance & Engineering Operations Program and Resource Management Personnel Supervision & Leadership Operations Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
