Summary

The incumbent serves as a Medical Administrative Specialist, Supervisor, to the Chief, Administrative Medicine Service (AMS) and has overall responsibility for managing, directing, supervising and administering a wide variety of complex, administrative and technical functions for numerous programs. This includes Compensation & Pension examinations, VA Community Care (VACC), and Employee Occupational Health.

Duties

Duties include, but are not limited to: Regularly attends informal management sessions and provides pertinent advice during various stages of long- and short-range planning, policy formulation, resource distribution and decision making. Actively participates in many phases of station planning and overall station policy development. Works as an integral member, advisor and participant with the various components of the Administrative Medicine Service as well as other departments within the Medical Center. Influences decisions and actions beyond the scope of immediate program areas. Responsible for the supervision and administrative oversight all AMS departments including VA Community Care, Occupational Health, and Compensation and Pension Program (C&P). Provides administrative support for the scheduling and accomplishment of medical examinations at the request of VA Regional Office for veterans claiming compensation or pension benefits resulting from injury/sickness incurred or aggravated during military service. Provides support and guidance to other administrative and clinical personnel and program officials by closely integrating a wide variety of Department of Veterans Affairs health care programs, Medical Center objectives; and the mission and goals of the Medical Center relating to patient intake administration and health care delivery. Promotes effective utilization of resources including reviewing of patient administration and patient care functions and analysis of workload data to identify areas where changes in workload/staffing distribution or scheduling practices would improve services and maximize resources. Assures workload is timely accurately captured for the Administrative Medicine Service. Provides services and technical counsel necessary to meet procedural, legal and administrative requirements relating to the care and treatment of patients. Responds to and provides for disclosure of patient and Medical Center operational information. In this capacity, ensures the protection of confidential patient and facility information through the establishment of strict criteria and processes for responding to requests for such information under the Privacy or Freedom of Information Act. Gives considerable attention to human resource management, activities, which create the need for broad knowledge of government-wide and agency personnel management requirements, policies and systems. Carries out the following human resource responsibilities: 1) approving, rejecting or recommending actions, 2) investigation and recommending performance standards and employee appraisals, on-the-job training, career development and shift assignments. Plays a major role in evaluating patient, public and service organization attitudes toward the Medical Center thorough daily direct contact with patients and their family members. Conducts inquiries and investigations to gather facts and independently works with staff throughout the facility to resolve problems. Demonstrates and fosters an environment of professionalism with excellent communication skills in order to establish and maintain good relations with veteran applicants, patients, their families and visitors. This activity and the manner in which it is accomplished create an atmosphere conducive to quality patient care. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/16/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Managing, directing, supervising and administering a wide variety of complex, administrative and technical functions for numerous programs. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. of J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year or 18 semester hours of graduate level education.
