Organizational Location: These three positions are located in the Department of Homeland Security, U.S. Immigration and Customs Enforcement, Office of Human Capital, Chief Human Capital Officer, OHC Employee Resilience Unit's Northeast, Southeast and Southwest Clinician regions. These are non-bargaining unit positions. Responsibilities The incumbent must be a customer service professional who can work in a fast-paced and dynamic work environment. Things happen quickly and continuously in this position, and the incumbent will find the need to move from one task to another without much time in between or juggling multiple duties at the same time. As a Behavioral Health Specialist, (at the full performance level) you will perform the following duties: Serve as a behavioral health professional; Provide essential behavioral assessment, counseling and referral services; Provide confidential resiliency behavioral, physical, social, emotional, and spiritual support; Facilitate the well-being of agency employees and eligible family members who may be facing life challenges; Identify the behavioral health need of the employee and deliver effective support. The Clinician Regions are as follows: Northeast Clinician: Washington, DC, Baltimore, Philadelphia, New York, Newark, & Boston Southeast Clinician: Atlanta, Charlotte, Raleigh, Durham, Nashville, Miami, Orlando, Tampa, and Jacksonville Southwest Clinician: Dallas, Fort Worth, Houston, Austin, San Antonio, El Paso, Phoenix, Tucson, Albuquerque, Oklahoma City, Tulsa and Waco Requirements Conditions of Employment Qualifications Please limit your resume to no more than 2 pages. BASIC REQUIREMENTS: The Office of Personnel Management (OPM), Individual Occupational Requirements (IORs) for the Social Science, 0101 series are as follows: Degree: Degree in behavioral or social science; or related disciplines appropriate to the position. OR Combination of education and experience provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. IN ADDITION TO MEETING THE ABOVE BASIC REQUIREMENTS, YOU MUST ALSO MEET THE FOLLOWING MINIMUM QUALIFICATIONS AND SELECTIVE PLACEMENT FACTOR for the GS-13 and GS-14 grade levels. You qualify for the GS-13 grade level if you possess one (1) year of specialized experience at the GS-12 grade level or equivalent performing duties such as: planning and delivering program specific training; Analyzing complex data to produce comprehensive reports; AND Working with social service delivery systems, including establishing agreements with individual agencies. You qualify for the GS-14 grade level if you possess one (1) year of specialized experience at the GS-13 grade level or equivalent performing duties such as: Conducting behavioral assessments; Providing critical counseling and referral services; Consulting with licensed psychologists, peer support counselors, faith-based clergy, or other health care professionals; Documenting the results of behavioral assessments and recommendations via oral, written, and electronic means. Selective Placement Factor(s): Selective placement factors are applied in the same manner as minimum qualification requirements. Relevant selective placement factor experience must be well documented in your resume. Failure to meet a selective placement factor will result in you not receiving further consideration. (NOTE: You must attach a copy of your license) In addition to the minimum qualifications described above, you must meet the following selective placement factor(s) for the GS-13 and GS-14 grade levels: Valid and current license to conduct mental health treatment/counseling such as Licensed Clinical Social Worker (LCSW), Licensed Professional Counselor (LPC), Licensed Psychologist (LP), Licensed Clinical Professional Counselor (LCPC), Licensed Clinical Marriage and Family Therapist (LCMFT) or equivalent. (NOTE: You must attach a copy of your license) Qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Education Additional Information Salary: The salary range indicated in this announcement reflects the lowest and highest potential salaries for this position. The actual salary range will be based on the applicable locality pay for the selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.
