Summary Serves as a Health Promotion Specialist within the Navajo Area Indian Health Service (IHS) to raise the physical, mental, social, and spiritual health of American Indians and Alaska Natives to the highest level. Develops and implements community wellness programs, monitors health information, and promotes healthy lifestyles through prevention, education, collaboration, and community engagement. A REAL ID will be required beginning May 7, 2025, in accordance with 6 C.F.R. 37.5 (2021). Responsibilities Total Compensation Package - Check out IHS's outstanding total compensation package for this job: Registered Nurse Total Compensation | Pay (ihs.gov) Develops, implements, and evaluates community health promotion and disease prevention programs based on identified health needs, available resources, and program effectiveness. Coordinates community health assessments and information-gathering activities, including surveys, focus groups, interviews, and other methods used to identify health priorities and evaluate outreach efforts. Develops and delivers health education and outreach materials and activities, including presentations, reports, posters, pamphlets, media products, and community feedback sessions. Provides training, consultation, and technical assistance to community health workers, clinical staff, educators, tribal programs, and other partners supporting health promotion and community development initiatives. Establishes and maintains collaborative partnerships with community, Tribal, Federal, State, school, healthcare, and other organizations and facilitates community forums and stakeholder input to identify and address local health priorities. Background Investigation Requirement: This position requires the successful completion of a federal background investigation as a condition of employment. A background investigation is a standard process used by the Federal Government to verify an individual's identity, employment history, education, and other relevant information to determine suitability for Federal service. Upon receipt of instructions, applicants must complete all required background investigation forms within five (5) calendar days of issuance. Timely completion is critical to avoid delays in processing or a determination of unsuitability. Applicants are strongly encouraged to prioritize this requirement and to maintain regular communication with their assigned Personnel Security Specialist throughout the process. Financial Suitability Requirement: This position requires a review of the applicant's financial history as part of the personnel security and suitability determination. Applicants must demonstrate financial responsibility, maintain good standing with creditors, and satisfy all legal financial obligations prior to applying. Individuals with substantial delinquent or unresolved financial obligations-including, but not limited to, delinquent federal or state tax liabilities, defaulted federal student loans, court-ordered fines or fees, or child support arrears-may be deemed unsuitable for employment with the Indian Health Service (IHS). Prior to the appointment, candidates must present two valid forms of identification. If one of the documents is a state-issued ID or driver's license, it must be REAL ID-compliant. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: GS-07 Applicants must have one year of specialized experience equivalent to at least the GS-05 grade level in the Federal service that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include assisting with the planning, implementation, and evaluation of community health promotion or disease prevention activities using established guidelines; collecting and compiling community health information through surveys, interviews, focus groups, or other established methods; assisting with the development and delivery of health education and outreach materials or activities; providing basic program support or assistance to health staff, community health workers, or community organizations; and assisting with coordination among healthcare providers, schools, Tribal programs, or community organizations to support community health initiatives. -OR- 1 year of graduate-level education or superior academic achievement -or- a combination of education and experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-7 grade level. GS-09 Applicants must have one year of specialized experience equivalent to at least the GS-07 grade level in the Federal service that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include assisting with developing, implementing, and evaluating community health promotion or disease prevention programs; collecting, analyzing, and reporting community health information through surveys, focus groups, interviews, or other assessment methods; developing and delivering health education and outreach materials or presentations; providing training, consultation, or technical assistance to health staff, community health workers, or community organizations; and collaborating with healthcare providers, schools, Tribal, Federal, State, local, or community organizations to identify and address community health needs. -OR- 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree -or- a combination of education and experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-9 grade level. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement. Incumbent will occasionally be required to work evenings and weekends, well as traveling overnight in support of program goals. The work occasionally involves direction and participation in physically demanding and challenging activities such as "ropes course" elements and rock climbing. IHS Selectees whose duties and responsibilities require them to work permanently, temporarily, or occasionally in an IHS healthcare facility must comply with the IHS Employee Immunization Policy related to vaccine-preventable diseases, consistent with recommendations for healthcare workers. Vaccine exemption requests may be available, as outlined in the IHS Employee Immunization Policy and facility guidance. This position has promotion potential to the GS-GS-9 grade level. Promotion to the next grade level is at management's discretion and is based on your demonstrated ability to perform the higher level duties, the continuing need for the higher level duties, and "Regulatory/Administrative" approval. Promotion to the next higher grade level is not guaranteed and no promise of promotion is implied. You will be evaluated for this position in accordance with the OPM Merit Hiring Plan.
