Full job description

The Manager, Financial Systems serves as the functional business owner for Deltek Costpoint and supporting financial applications, ensuring that HE360’s enterprise financial systems are configured, governed, and used effectively across Finance, Accounting, Program Management, Supply Chain, and cross‑functional teams. This role partners closely with the Director of Finance Operations to execute the Costpoint remediation program, support the ISA migration into Costpoint, enhance system workflows, and ensure financial data integrity throughout the organization. While not a technical system administrator, this position functions as the primary functional SME, ensuring that system configuration aligns with business processes, SOX control requirements, reporting needs, and operational workflows. The Manager supports system change management, troubleshooting, enhancements, integrations, testing cycles, and user enablement across Costpoint, Workiva, and adjacent financial systems. Your main responsibilities will be: Costpoint Functional Ownership

  • Serve as the primary functional SME for Costpoint modules including GL, Projects, Billing, AP, T&E, Purchasing, Cash Management, and Cost Accounting.
  • Support all Costpoint remediation efforts to resolve misconfigurations, strengthen federal contracting compliance, modernize processes, and eliminate manual workarounds.
  • Participate in Build, Test, and Hypercare phases of the HE360 + ISA Costpoint implementation effort, validating requirements, evaluating configuration, and supporting end to end testing.
  • Support functional testing (UAT) for new configuration, security roles, reporting updates, integrations, and data conversion activities.
  • Partner with IT and implementation partners to resolve defects, validate system fixes, review change requests, and support migration readiness.

System Governance, Controls & SOX Alignment

  • Maintain functional oversight of Costpoint user roles, org security, and workflow approvals to support SOX-compliant segregation of duties.
  • Support audit requests, prepare documentation, validate system evidence, and ensure control mappings remain aligned as system design evolves.
  • Ensure system configurations, updates, and integrations follow change control requirements and maintain proper documentation.

Data Integrity & Master Data Governance

  • Support governance of chart of accounts, org structure, project/WBS standards, vendor/customer master data, and rate/pool structures.
  • Assist with validation of data conversion results during HE360/ISA migration, including COA mapping, open AP/AR migration, employee setup, project baselines, and contract/funding structures.
  • Monitor ongoing data quality and ensure master-data accuracy across Costpoint and integrated systems.

Cross-System Integration & Workflow Support

  • Provide functional support for key financial systems that integrate with Costpoint, including Workiva, Concur, ADP, Salesforce, bank integration tools, and document management tools.
  • Assist in requirements gathering, testing, and validation for system integrations and reporting automation.
  • Troubleshoot data flow issues between systems, working with internal teams and vendors to ensure integrity from source to ledger.

Reporting, Analytics & Workiva Support

  • Assist in configuring and validating financial reports across Costpoint, Cognos, and Workiva.
  • Support SEC reporting workflows in Workiva by ensuring accuracy of Costpoint sourced data and documenting data lineage.
  • Coordinate updates to reporting structures tied to changes in COA, org hierarchy, or project framework.

Operational & User Support

  • Provide day to day functional support to Accounting, FP&A, PMO, Supply Chain, and other system users.
  • Develop SOPs, desk guides, training materials, and system documentation for end users.
  • Support training and onboarding for new users and support cross-functional adoption of standardized processes.

Your skills and qualifications: Essential education and experience:

  • Bachelor’s degree in Accounting, Finance, Information Systems, or related field.
  • 5+ years of experience working with Deltek Costpoint in a federal contracting environment; experience across multiple modules required.
  • Experience supporting or participating in ERP remediation, system implementation, or migration projects (Costpoint strongly preferred).
  • Strong understanding of FAR/DFARS, indirect cost structures, cost pools, and government contract accounting.
  • Familiarity with SOX controls, ICFR, and audit requirements for ERP systems.
  • Experience supporting or administering Workiva, Concur, ADP, Salesforce, or similar financial tools is strongly preferred.
  • Ability to troubleshoot system issues, analyze data, and collaborate with IT and external consultants.
  • Strong documentation, testing, and process mapping skills.
  • Excellent communication and cross functional partnership abilities.
