Summary
About the Position: Serves as an Equal Employment Opportunity (EEO) Specialist, participating with the Equal Employment Opportunity (EEO) Manager in accomplishing requirements of the Equal Employment Opportunity Program. Serves as principal advisor to the EEO Manager for the Savannah District, and participates in the planning, organizing, analysis, review, evaluation and administration of an affirmative employment program designed to assist management in accomplishing its EEO mission.
Duties
- Monitor programs to ensure compliance with Equal Employment Opportunity Commission (EEOC) requirements.
- Develop, implement and monitor Organization’s EEOC Management Directive.
- Analyze the Organization’s personnel management practices such as recruitment, promotions, awards, training, disciplinary/adverse actions, grievance and complaints, to ensure EEOC Management Directive objectives are enforced.
- Oversee, monitor and/or manage the Organization’s EEO complaints process system to ensure compliance with regulatory requirements.
- Administer of one or more of the following Special Emphasis Programs (Federal Women’s Program, Hispanic Employment Program, Individuals with Disabilities Program) to ensue the accomplishment of agency affirmative employments goals.
- Represent Organizational level EEO and Diversity programs to variety of interest groups in the community that address the concerns of minorities, women, and people with disabilities to communicate legislative mandates pertaining to EEO.
- Provide technical assistance to collateral-duty Special Emphasis Program Manages and Committee Members
- Design and implement programs addressing cross-cultural communication, social movements, and/or social dynamics, to meet agency equal employment needs.
- Identify system barriers of equal employment opportunity to assist managers in integrating equal employment opportunity actions plans to eliminate barriers into strategic plans.
- Prepare correspondence relative to formal Equal Employment Opportunity matters.
- Generate reporting requirements throughout the Equal Employment Opportunity process.
- Advise management on policy formulation related to equal employment to ensure compliance with equal employment regulations.
- Represent the EEO Office on various events at the district such as refresher training.
- Interview persons with information regarding an allegation(s).
- Disclose advice concerning the processing of complaints to the initiator and respondent of complaints.
- Advise appropriate officials concerning recommended action in complaints.
- Provide applicable parties such as managers, employees and complainant counsel, with advice and technical guidance on complain process procedures.

Specialized Experience: One year of specialized experience which includes Handling Equal Employment Opportunity complaints of discrimination process/resolution; providing technical guidance to managers, supervisor and employees on all aspects of the Equal Employment Opportunity (EEO) programs; discrimination regulation and policies, affirmative employment initiatives and best practices, conducting Equal Employment Opportunity training; implementing Equal Emploly7ment Opportunity special emphasis programs. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resources Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

You will be evaluated based on how well you meet the qualifications listed in this vacancy announcement.
