Summary

You will serve as Director for Supply Chain Performance and Integration, Naval Supply Systems Command (NAVSUP) lead expert in supply chain policy and performance. Authoritative expert and advisor to COMNAVSUP on Navy supply chain performance, technology employment, and systems integration. Provides senior leadership and oversight to subordinate commands, including Weapon Systems Support and regional FLCs.

Duties

  • You will provide leadership, direction, and oversight as chief proponent for supply chain management and related services, including inventory, ILS, warehousing, IT, distribution, and cybersecurity, to directly enable Navy readiness.
  • You will set the enterprise supply chain vision and management philosophy for NAVSUP, continuously assess strategies, goals, and performance; redirect efforts and resources to ensure alignment with Navy objectives and the Commander's intent.
  • You will serve as the enterprise focal point for NAVSUP supply chain accountability and visibility. Maintain an enterprise-wide program supporting the Commander to ensure compliance with all DoW and DON requirements in this critical area.
  • You will direct formulation of policies, plans and procedures to evaluate execution of the command's supply chain performance.
  • You will represent NAVSUP's supply chain management and related services interests at the office of CNO, SECNAV and SECWAR as required as the lead in Navy ERP Program.
  • You will provide policy and direction for spending over $30B across the FYDP on spares and repairs for aviation, surface, and subsurface readiness. Hold oversight responsibility for a $32B Navy material inventory.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1. Extensive experience in planning, designing and executing policy and processes in support of supply chain and related services and associated measurement systems to determine successful performance. TQ 2. Current knowledge of and experience supporting acquisition lifecycle sustainment planning to include exploitation of sustainment planning opportunities in early milestone development. TQ 3. Extensive experience in developing and managing logistics support systems and managing a range of information technology and information system functions. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. This is a Critical Acquisition Position (CAP), as defined by the Defense Acquisition Workforce Improvement Act (DAWIA) that has a significant level of responsibility to the success of major acquisition programs. A three-year tenure agreement is required, based upon the position. Additionally, in accordance with DON policy the incumbent must meet the requirements cited below, unless a waiver is granted by the DON Senior Acquisition Executive (SAE) designated approving official: a. Advanced certification in Life Cycle Logistics Career Field, Acquisition Position Category (L) within 48 months of assignment to the position. b. 10 years acquisition experience in an AWF position, at least 4 years of which was performed while assigned to a CAP. c. Other special statutory requirements as applicable to the position. d. A minimum of 80 Continuous Learning points must be earned every two years. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. How You Will Be Evaluated

Highly Qualified applicants may undergo one or more interviews and may be referred to the selecting official for further consideration. Upon selection, if not already a member of the SES serving under a career appointment, the individual selected must have his/her executive qualifications certified by the U.S. Office of Personnel Management's SES Qualifications Review Board (QRB) before appointment to this position. The selected individual's application will be forwarded to the OPM for review and certification by the QRB, unless the selectee provides evidence of their noncompetitive status (i.e., a current SES, OPM QRB certified SESCDP graduate, or SES reinstatement eligible). Upon QRB certification, the selected individual will be required to serve a one-year probationary period. This position is in the Senior Executive Service (SES), a small elite group of top government leaders. SES members possess a diverse portfolio of experiences including strong skills to lead across organizations. As an executive, you will influence the direction of innovation and transformation of the federal government and lead the next generation of public servants. Veteran's preference does not apply to the Senior Executive Service. This position is not covered by the Department of War Priority Placement Program.
