Full job description

Five Rivers Analytics, LLC is seeking a Quality Manager to join the multi-functional operations support team and provide broad-based operational support for the Satellite Control Network Tracking Station Operations, Remote Site, and Mission Partner Support (STORMS) Program. As the STORMS Quality Manager you will oversee all STORMS contract quality requirements, ensuring services and deliverables meet established standards through regular inspections, performance monitoring, and compliance verification. Importantly, proactively identify issues, facilitate corrective actions, and engage with project leadership to maintain consistent, high-quality performance across the program. Our ideal candidate will have at least 10 years of experience providing quality assurance documentation analysis and inspection assessments to ensure efficient operation of a highly successful defense contracting program management office.

Responsibilities

  • Manages the Quality Assurance Department and associated functions. Responsible for the development, implementation, coordination, continual improvement, and management of the Quality Assurance (QA) Program and Quality Management System (QMS) IAW ISO 9001. Responsible for developing, establishing, implementing, and continually improving a compliant Quality Management System (QMS) IAW ISO 9001 within all departments on the project.

  • Develops and implements an internal audit program and evaluates audit findings and results. Coordinates with department managers and supervisors for completion of Corrective and Preventive Action Reports (CARs and GIDs) IAW applicable procedures. Monitors and assists with resolving corrective and preventive actions as necessary.

  • Performs independent analysis, determines scope and course of action required, and develops plans to resolve problems. Conducts analysis and review of problems to determine root cause.

  • Conducts regular audits and inspections to ensure compliance with quality standards.

  • Develops and implements processes and procedures to improve the quality program.

  • Manage/update/add/subtract personnel and related information in program level tracking database.

  • Performs analyses, assessments, and develops and implements program process improvements.

  • Manages and maintains quality checklists, updating document directive data, reviewing completed checklist to identify program compliance.

  • Assists leadership in preparing monthly/quarterly reports; reviews budget adjustments, purchase orders, purchase requisitions, payment requests, and other documents for leadership review.

  • Reconciles and verifies invoices, purchase card and timecard data.

  • Confers with CONUS and OCONUS Site Leads to assure smooth functioning of newly implemented processes or procedures.

  • Develops and updates functional and/or operational manuals outlining established methods of performing work in accordance with organizational policy.

  • Tracks new hire status from recruiting through arrival at OCONUS work location.

  • Oversees new hire status tracking; setup assigned timecard project codes, project charging review and error analysis/corrections.

  • Reviews, tracks and submits tickets through Shared Services for pay and leave accrual issues if applicable.

  • Processes employee expense reports and corporate card purchases; reconcile receipts per approved expenses.

  • Assists personnel in completing travel forms and other business transactions pertaining to travel, may deliver personnel files and travel orders to PMO Management as requested.

  • 20% Travel requirements CONUS and OCONUS.

Qualifications

  • Active Secret Clearance Required.

  • Bachelor’s Degree with five years’ experience or High School Diploma/GED) with ten years relevant experience.

  • 5–10 years of quality assurance/quality control experience in a manufacturing, depot, or industrial production environment.

  • Familiarity with DoD depot operations, technical data packages (TDPs), and military quality standards (e.g., MIL-STD series) highly desirable.

  • High-level analytical ability.

  • High level problem-solving skills and the ability to recommend and implement alternative set-up and/or operations for complex systems.

  • Detail-oriented and possesses the ability to handle multiple tasks.

  • Experience in providing administrative support to senior executives.

  • Solid work ethic and excellent customer service skills and professional presence.

  • Proficient in use of Microsoft Office Suite, including Word, Excel, Outlook, and PowerPoint. Experience in using Excel for data analysis and functions/formulas to make informed decisions.

Desired Qualifications:

  • Understanding compliance and financial documentation.

  • Quality Assurance experience in the Satellite Control Network (SCN).

  • Call and case quality audit and analysis experience strongly preferred.

  • Adverse Event reporting experience strongly preferred.

  • Adverse Event reconciliation experience strongly preferred.

  • Quality check and analysis process experience preferred (including fax redactions, call transcriptions, and data collection).

Any clearance requirements for this position are established by the government contract.
