Summary About the Position: You will serve as the chief financial and resource advisor, leading complex budgetary planning and execution across multi-functional mission programs. Responsibilities Serve as the principal financial and resource advisor to DACID's Director, Deputy Director, EAD BRDI, and senior executive leadership. Direct the Planning, Programming, Budgeting, and Execution System (PPBES) process for the agency. Prepare senior leadership for federal budget hearings, programmatic reviews, and strategic engagements with senior Department of the Army, Department of War, OMB, and Congressional staff. Design, write, publish, and distribute the Annual Funding Plan (Spend Plan) and Fiscal Execution Guidance to HQ directorates and global field offices. Interpret and assess the operational and financial impact of Congressional, OSW, OMB, and Department of the Army actions, directives, policies, and guidance. Plan overall work operations, set priorities, and establish objectives. Provide broad guidance and leadership to subordinate division chiefs who are responsible for planning, budgeting, and liaison with accounting services. Approve, modify, or reject organizational structures, staffing levels, and position designs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: Experience providing comprehensive resource and financial management advisory services to senior leadership. Assisting in directing a full Planning, Programming, Budgeting, and Execution (PPBE) process, formulating strategic budget plans, and overseeing the execution of multi-million-dollar operating funds to support high-priority mission requirements. You will be evaluated on the basis of your level of competency in the following areas: Accountability Customer Service Decisiveness Flexibility Interpersonal Skills Problem Solving Resilience Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14). Education There is no educational substitution for experience for this position. You must qualify based on the experience described in your resume. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. This position may require a 1 year probationary period for Supervisors during which the agency evaluates your fitness and whether your continued employment advances the public interest. In making this determination, the agency may consider your performance and conduct; agency needs and interests; whether your continued employment supports organizational or Government goals; and whether it promotes the efficiency of the Federal service. Continued employment requires written certification that it advances the public interest. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a CP-11 Comptroller Career Field position. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.
