This position will require a medical surveillance baseline exam.

Position:

The Idaho Department of Environmental Quality (DEQ) is hiring a Voluntary Cleanup and General Remediation Program Manager- Analyst 4 for the State Office in Boise.

Salary Range: $37.00 - $40.00

Responsibilities:

  • Voluntary Cleanup Program (VCP) Manager :

  • Manage the VCP ( https://www.deq.idaho.gov/waste-management-and-remediation/sampling-investigation-and-cleanup/voluntary-cleanup-program/ ) statewide and serve as the primary point of contact.

  • Interpret the associated rules and conduct rulemaking, represent DEQ on matters relating to VCP site investigations and cleanup activities, and define program performance measures.

  • Encourage use of VCP and explain the VCP process to potential applicants.

  • Review/approve VCP applications, Voluntary Remediation Agreements, Voluntary Remediation Work Plans, and Completion Reports.

  • Oversee work plan implementation with the applicable regional office.

  • Develop Covenants Not To Sue.

  • Oversee and manage the VCP budget for individual sites.

  • Participate in meetings and conference calls with VCP participants.

  • General Remediation Program Manager :

  • Manage the General Remediation Program statewide and serve as the primary point of contact to represent DEQ on matters including responding to media or other inquiries, completing public records requests, conducting general public outreach, and participating in meetings and conference calls.

  • Provide technical and policy recommendations to DEQ administration, the Waste Management and Remediation Division ( https://www.deq.idaho.gov/waste-management-and-remediation/ ), other DEQ programs, and regional offices.

  • Serve as a statewide point of contact for environmental cleanup information including quality assurance requirements and contaminant fate and transport.

  • Provide technical assistance and regulatory interpretations to facility owners/operators, local governments, special interest groups, consultants, the public, other state/federal agencies, other stakeholders, and other DEQ programs.

  • Develop guidance documents on policies, procedures, and priorities to ensure statewide consistency and coordination.

  • Coordinate with regional offices on site tracking and records management.

  • Define program performance measures, gather information from regional offices, and track progress toward performance measures.

  • Assist, review, and approve communications, letters, documents and actions for site assessment, investigation, remediation, enforcement, and compliance at general remediation and mining sites.

  • Review risk evaluations completed by DEQ staff and consultants and corrective action plans submitted to DEQ.

  • Provide technical assistance related to DEQ standard operating procedures (SOPs).

  • Help develop and implement the long-term stewardship program including developing, monitoring, and tracking environmental covenants.

  • Manage the annual general remediation program budget.

  • Brownfields Program Assistance :

  • Implement tasks and activities under the Brownfields Program ( https://www.deq.idaho.gov/waste-management-and-remediation/sampling-investigation-and-cleanup/brownfields-in-idaho/ ) to build capacity of Idaho’s state response program and oversee assessment, voluntary cleanup, and sustainable reuse of properties where redevelopment is complicated by real or perceived contamination.

  • Review applications, participate in site rankings, and assist with planning and managing project activities.

  • Act as the Quality Assurance Officer for Brownfields projects conducted by DEQ contractors.

  • Conduct public outreach and attend conferences, trainings, workshops, and stakeholder meetings.

Minimum Qualifications:

Possession of a Bachelor's degree in the physical or biological sciences, Political Science, Business or Public Administration, Engineering, or related natural resources management field OR Education and/or experience equivalent to a typical four (4) year Bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty-four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties such as planning, research, regulatory development and/or implementation of components of environmental programs or media for at least two (2) years can substitute for one (1) year of college. AND At least six (6) years of professional experience providing management, technical assistance, resource allocation, and policy interpretation to staff, special interest groups and the public. OR Possession of a Master's degree in any of the above fields AND at least four (4) years of professional experience providing technical assistance, allocating resources, managing and/or developing programs; and interpreting policy to staff, special interest groups and the public.

Required Specialty Minimum Qualification

DEQ 3116 – Waste

Considerable knowledge of remediation typically gained through possession of a college degree in Hydrogeology, Geology, Geophysics, Biology, Environmental Science, Chemistry, Soil Science, Chemical, Civil or Environmental Engineering, or a closely related field; OR education and experience equivalent to an undergraduate degree; AND two (2) years of work experience in investigating, monitoring and remediating past contamination, evaluating fate and transport of contaminants, applying short-term and long-term control and clean-up technologies; OR possession of an unrelated college degree; AND successful completion of two (2) years of environmental college level coursework supplemented with four (4) years full-time work experience as outlined above; OR At least eight (8) years of work experience in investigating, monitoring and remediating past contamination, evaluating fate and transport of contaminants, applying short-term and long-term control and clean-up technologies, and/or interpretation and application of federal and/or state environmental rules and regulations. Education/Experience Equivalency: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; AND/OR Each two (2) years of qualifying work experience as described on the announcement may be equivalent to one (1) year of undergraduate education. Note: Course work requirements are based on curriculum from an accredited college or university.

Desired Qualification

DEQ 3120 - Waste

Within the first 12 months of hire, be certified as a Registered Geologist by the Idaho Board of Professional Geologists and in compliance with Idaho Code 54-2802; OR a registered Geologist certified by another state and eligible for cooperative licensing in Idaho.

Physical Requirements (with or without reasonable accommodation)

  • Ability to work in adverse or inclement weather.

  • Ability to work in extreme hot or cold temperatures both outside and inside.

  • Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain.

  • Occasional travel required.

  • May work in the vicinity of loud noise.

  • May be required to travel and stay overnight in remote areas.

  • May come into contact with hazardous waste/materials.
