Summary
THIS IS AN INDIANA NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION This position is part of the IN 122nd Fighter Wing, Indiana National Guard under Position Description Number D2172P01. If you would like the complete list of duties, please contact the POC of this announcement.
Duties
- Performs studies and independently establish plans for improving the efficiency of information technology and communications processes.
- Interprets a variety of technical requirements making independent judgments to determine organizational compliance with applicable instructions, procedures and practices.
- Evaluates mission effectiveness, using standardized and locally developed evaluation programs and processes.
- Advises supervisors and managers on the evaluation of programs, policies, regulatory requirements, and procedures.
- Develops process, management, administrative and technical evaluation plans for implementation.
- Recommends internal reporting and status tracking procedures to ensure adequate control in terms of deadlines, progress reports, and follow-up reports.
- Prepares and maintains files and publications IAW current directives to include both paper and electronic media.
- Research includes using various means and media to obtain needed information to accomplish the task.
- Develops, implements and maintains work center training programs.
- Performs other duties as assigned.

INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education: All academic degrees and coursework must be from accredited or pre-accredited institutions Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Degree must be Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree OR Experience: IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations AND SPECIALIZED EXPERIENCE: At least 1-year specialized experience equivalent to at least the next lower grade, at the GS-09 level. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment; or experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion; or experience analyzing requirements and recommending plans of action for improving assigned information technology (IT) applications; or experience implementing methods, procedures, policies, and techniques concerning telecommunication systems; or experience implementing IT and communications programs and special projects. Experience following management control plan requirements through self-inspection and resolving identified discrepancies in IT field.
