Summary You will serve as a QUALITY ASSURANCE SPECIALIST (ELECTRONICS) in the Electronics Maintenance, Facilities, and Logistics Dept I N4/6 of NAVAL COMP TELCOM AREA WESTPAC. Responsibilities You will serve as the Maintenance and Material Management Coordinator for all maintenance actions performed at NCTS Guam. You will manage the command’s Maintenance and Material Management Program. You will develop, administer, and oversee a comprehensive quality assurance 3M program, which is responsible for the maintenance support of all equipment. You will manage the command’s spot-check, self-evaluation program and schedule and observe all maintenance evaluations. You will develop quality assurance report formats and surveillance techniques to determine the efficiency and effectiveness of the 3M program. You will manage the Preventative Maintenance system master file that contains information relative to requirements for specific equipment including the associated Equipment Guide Lists. You will collect, maintain, and analyze quality control inspection results of work centers Job control Number logs, monthly Recoded Accomplishment Rate reports and other internal and externally generated performance information. Requirements Conditions of Employment Qualifications Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by 1. Quality Assurance Oversight: Experience developing and administering a comprehensive quality assurance program, including managing spot-checks, analyzing performance data, and implementing corrective actions. 2. Database and Systems Management: Proven experience managing configuration databases like CDMD-OA and participating in configuration management boards. 3. Electronics Maintenance: Direct experience with the maintenance procedures and operations of high-power electronic communications systems (such as HF, SHF, EHF, and UHF). This position is within the Work Category Technician & Admin Supp at Work Level III, Series and Grade GG-11. Additional Information: This position has been designated as a Cyber Workforce position in the DoD Cyber Workforce Framework (DCWF) in specialty area 421 Database Administrator and, as a condition of employment, the incumbent of the position is required to maintain qualifications in accordance with DON Cyber Workforce Program requirements of SECNA V M-5239.2. The incumbent must participate in a continuous learning (CL) program as described in SECNAVINST 5239.20A and SECNAV M5239.2. An annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and the supervisor. The incumbent must obtain the required credentials within 12 months of appointment and maintain those credentials as described in SECNAV M-5239.2 for DCWF specialty area 421 Database Management. Additional Information This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f. In accordance with DoDI 1400.25, Volume 3005, Section 3.15, all employees newly appointed to a CES position will serve a 3-year probationary period. Permanent and term employees currently serving in a probationary period in the competitive service or a probationary or trial period in the excepted service will complete the period as prescribed in their original conditions of employment in the new CES position if they transfer without a break in service or are promoted, demoted, or reassigned to a CES position.
