Description:
Vendor will provide an organization assessment, future-state design around the new Guide
system, and roadmap for implementation. This work is organized into three sequential phases
— Define, Design, and Deliver. Each phase builds on the outputs of the prior phase and
concludes with a single work product.

3.1 Define
The Define phase establishes a complete, validated baseline of the organization as it exists
today. This phase intentionally precedes any future-state recommendations so that all
subsequent design decisions rest on a confirmed factual foundation.

3.1.1 Engagement Scoping & Data Collection

Confirm the final list of current positions (up to 15) for MIS that are in-scope

Collect current organizational charts, position descriptions, and supporting HR
documentation.
- Evaluate up to three (3) other State Department of Human Services (or equivalent)
information technology / information systems organizations for high-level organizational
structures and points of comparison.
3.1.2 Current State Organizational Review
- Review the current organizational designs, including positions currently in place and their
reporting relationships, and decision-rights/RACI or other similar documents (if applicable).
- Interview up to 9 (nine) staff for feedback on the current organizations strengths and
challenges.
- Identify and document the functions and capabilities currently being performed by third
parties, including vendors and subcontractors (if applicable).
3.1.3 Current State Assessment
- Document findings from the Define phase into a Current State Assessment Report (PPT
format).
- Conduct a workshop (up to 4 hours) to present findings to MDHS leadership and gather
feedback; updates will be incorporated into the final version of the Report.

Current State Assessment Report
A consolidated baseline documenting the current organizational structure, reporting
relationships, existing supervisory responsibilities, current duties and responsibilities for in-
scope positions.
This report is the agreed factual foundation for the Design phase.
3.2 Design
The Design phase establishes the plan for MIS future-state organization as it pertains to
supporting the new Guide system. Building on the Define phase baseline, the proposed
operating model (approach for how work is done/moves through the organization) and
organizational structure (reporting relationships and staffing levels) are established, conditions
that govern it (roles and responsibilities and supervisory accountability) are validated, and
future-state position and governance transformations (role profiles and alignments) are set.
3.2.1 Future-State Organizational Structure & Operating Model
- Create future state operating model (and supporting design criteria) and present these to
MDHS/MIS stakeholders for review and feedback; Client is responsible
