This position exists to provide advanced administrative and technical support to the General Counsel’s Office by assisting in the preparation of draft contracts and other legal or administrative documents, conducting a variety of legal research and analysis assignments, tracking legal issues, interpreting Minnesota statutes and administrative rules, administering tort claims filed against MDVA under Minn. Stat. § 3.736, and reviewing state and federal regulations affecting the MDVA.

Minimum Qualifications

  • Two years of experience* that includes collecting and organizing evidence, analyzing documents for legal factual application, completing legal research, and/or producing drafts of legal documents

*Associate degree or higher in the areas of legal studies, public administration, studies in the humanities, social services or a related field may substitute for six months of experience.

AND

  • Experience in legal writing sufficient to draft legally sufficient documents.

  • Experience reviewing contract documents in which one party is procuring services or goods from another party

  • Experience using Microsoft Office software (Outlook, PowerPoint, Word, Excel, SharePoint, Teams) or comparable software and Adobe Acrobat.

  • Skill in document and records management sufficient to accurately file, retrieve electronic documents and report data.

  • Communications skills sufficient to explain technical or legal terms to diverse customers in an organized, concise, accurate and on-point manner.

Preferred Qualifications

Experience:

  • Working in the public sector, including state or local government

  • Reviewing or drafting legal documents for production in litigation

  • In one or more of the following areas: policy development, data practices, tort claims, health care regulations or government contracts/grants/acquisitions

  • In SharePoint or other platforms used to manage, track and report data

  • An Enterprise Resource Planning System such as the State’s SWIFT procurement platform or similar platform.

Knowledge of:

  • Minnesota Statutes Chapters. 196 – Department of Veterans Affairs, 197 – Veterans; Rewards, Privileges, or 198 – Veterans Homes

  • Rules, policies, and procedures related to health professional regulations including knowledge of medical terminology

Additional Requirements

  • Employee reference checks will be conducted on all finalists. This may include a review of documentation related to job performance. It also includes contact with the applicant's former employer(s).

  • A Minnesota Department of Human Services (DHS) criminal background check will be conducted on all finalists for this position. Finalists must pass the DHS background check.

  • A Tuberculosis (Mantoux) screening (or chest x-ray) may be required prior to employment.
