Summary

The primary purpose of the Supervisory Transportation Assistant is to be the general Supervisor of the Transportation Assistants in Beneficiary Travel (BT) in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA) at the Phoenix VA Health Care System (PVAHCS) in the Health Administration Service (HAS).

Duties

THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION Major duties and responsibilities include: Independently plan, direct, and manage the Phoenix VA Health Care System (PVAHCS) Beneficiary Travel Program. Manage program operations to identify and define requirements for the use of automated systems, provide training for Beneficiary Travel staff on a variety of transportation management and patient related software such as Computerized Patient Record System (CPRS) and Veterans Information Systems and Technology Architecture (VISTA). Maintain communication with appropriate local, state, and federal agencies, and private interests. Is the first line response to concerns, complaints, Veteran and Congressional inquiries. Provide direct supervision to 12 Beneficiary Travel employees (GS-5/6/7). Provide daily supervision and guidance. Establish guidelines and performance expectations for staff, which are clearly articulated and measurable through the formal employee performance management system. Survey and evaluate transportation program operations to access compliance with applicable regulations, policies, procedures, and sound management practices for Beneficiary Travel compliance. Must be familiar with timekeeping procedures, both manual and electronic and pay regulations for Title 5 employees. Initiate nondiscrimination and affirmative action for the area under supervision in the following ways: (1) promotion of employees and recruitment of applicants; (2) fair treatment of employees; (3) encouragement and recognition of employee achievements; (4) career development. Provide direct on-the-job training for employees, broaden employee training, and provide backup skills by cross training. Exercise supervisory authorities and responsibilities involving work assignment and review, administrative and personnel management functions relative to the staff supervised. Establish and maintain knowledge of various groups and organizations, such as stakeholders, other hospital, public health officials and organizations, volunteer work groups, and the community at large. Consistently communicate and treat customers (patients, visitors, volunteers, and all Medical Center staff) in a courteous, tactful, and respectful manner. Establish criteria to measure and/or predict the attainment of program or organizational goals and objectives. Performs other duties as assigned. To qualify for this position, applicants must meet all requirements by the closing date of this announcement. You may qualify at the GS-7 level if you fulfill the following qualifications: -SPECIALIZED EXPERIENCE: One (1) year of specialized experience that equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position To be creditable, this experience must have been equivalent to at least the GS-6 grade level in the Federal service. Specialized experience includes: supervising employees (including assigning work, evaluating performance, providing training, etc.); overseeing office operations; budgetary and financial management analysis, and reporting. Your qualifications will be evaluated based on your application materials (e.g., resume, supporting documents), your responses on the application questionnaire, and your responses to all assessments required for this position. You will be assessed on the following Competencies for this position: Conflict Management Influencing/Negotiating Manages Resources Partnering Planning and Evaluating Supervisory Situational Judgment Test. Applicants will be required to complete a Supervisory Situational Judgment Test (SSJT) as part of the assessment process for this position. The SSJT evaluates judgment and decision-making skills that align with relevant competencies, organizational values, and best practices. Assessment results may be used as part of the evaluation, ranking and referral process. This is not a timed test, however, the assessment is expected to take approximately 45 minutes or less to complete. The assessment for this application does not include a cut score for a minimum level of required proficiency in these critical general competencies. However, you must answer each item in the assessment. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: Incumbent will be exposed to stressful working situations that will require a mature approach and collective reasoning to overcome. The incumbent is subject to a great deal of stress because of the high volume of work, the need for accuracy, frequency of interruptions and ever-changing demands due to program changes.
