Summary
You will serve as a INSTALLATION EMERGENCY MANAGEMENT OFFICER in the Region Emergency Management Division (N37) of NAS CORPUS CHRISTI.
Duties
- You will develop and maintain a comprehensive Installation EM Plan in accordance with format and content guidance promulgated by CNRSE N37.
- You will conduct a comprehensive Installation Hazard/Risk Assessment to determine which hazards and threats pose the greatest risk to the Installation.
- You will manage all aspects of EOC operations during exercises, integrated drills, and real world incidents to ensure EOC-IMT effectiveness and execution of standard EOC processes and procedures in accordance with higher headquarters’ guidance.
- You will manage the Installation EM program budget. Plans, prioritizes, and executes purchases for supplies, equipment maintenance, travel and training.
- You will coordinate with the Installation Training Officer to incorporate EM-related training objectives into all integrated drills and exercises conducted at the Installation.
- You will establish and maintain operating processes and a work environment that are conducive to effective and efficient execution of EM operations.
- You will provide leadership, management, and oversight to personnel conducting dispatch-related functions during contingency dispatch operations.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Coordinating Emergency Management (EM) command and control functions to maintain effective operation of the Emergency Operations Center (EOC). This includes interpreting EOC operations, activation protocols, command procedures, systems, equipment, and software; 2) Providing technical advice and guidance (internally and externally) on all aspects of the EM program. Interpreting and applying federal, DoD/DoW, and Department of the Navy (DoN) EM policies, procedures, and guidelines; 3) Developing and implementing installation policy, guidance, and procedures for the EM Program (including the EOC) in accordance with applicable directives. Planning technical requirements for Continuity of Operations (COOP) and interpreting requirements for evacuation management and shelter-in-place principles; 4) Partnering with installation training teams to develop and execute exercises and creating effective after-action plans; 5) Analyzing the effectiveness of real-world incident response operations, training, and exercise; 6) Evaluating methods, developing alternatives, and implementing corrective actions or updates to EM policies, instructions, and Standard Operating Procedures (SOPs) to improve emergency response capabilities. **NOTE: This experience must be fully supported in your resume to be considered for the position. ** Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
