Procurement Manager - TechCom

The Procurement Manager – Tech Com, acts as a liaison between the procurement department and other business units within the organization. Dedicated to interaction with internal stakeholder (business) and collaborates with internal departments to understand their procurement needs. Translates business unit requirements into procurement strategies. Provides procurement expertise and guidance to support departmental goals. Facilitates communication between procurement and other teams. Ensures compliance with procurement policies and regulations. Drives cost-effective and strategic procurement solutions that align with business objectives. Understands business needs & engages with stakeholders to meet their priorities and requirements and therefore, builds effective, trustful, personal relationships with key stakeholders.

What you will do

The Procurement Manager develops and executes category strategies while serving as the Procurement Site Caretaker for the Rock Springs & Soda Springs site and as Project Procurement Lead for assigned capital investment projects.

The role connects enterprise-wide category strategy with site requirements and project execution. It partners with business stakeholders, site leadership, Engineering, Maintenance, Operations, project teams, Procurement colleagues, and external suppliers to deliver competitive, compliant, resilient, and fit-for-purpose procurement solutions.

The position has three complementary areas of accountability:

  1. Category Management

  2. Site Procurement Caretaking

  3. Project Procurement Leadership

The assigned category or categories may evolve based on business requirements, organizational priorities, and the individual’s experience.

Key tasks & responsibilities:

1. Category Management

-Understand business requirements, demand patterns, spend, supplier markets, commercial conditions, operational risks, and stakeholder priorities.

  • Create procurement strategies that generate value through competitive sourcing, demand management, supplier rationalization, standardization, innovation, resilience, and risk mitigation.

  • Define category standards, sourcing approaches, supplier frameworks, preferred supplier strategies, and appropriate commercial models.

  • Identify and prioritize sourcing opportunities across sites, functions, and capital projects.

  • Lead sourcing initiatives, including supply-market analysis, supplier identification, requests for information or proposal, bid evaluation, negotiation, award recommendation, and contract implementation.

  • Develop and maintain appropriate contractual frameworks, including master agreements, pricing structures, service levels, performance measures, risk allocation, and change-management provisions.

  • Establish clear category guidance that enables stakeholders and site teams to make effective sourcing decisions within approved frameworks.

  • Maintain an appropriate supplier landscape that balances competition, capacity, cost, performance, innovation, resilience, and operational continuity.

  • Establish and lead strategic supplier governance, performance reviews, corrective actions, relationship development, and continuous-improvement initiatives.

  • Monitor market developments, supplier capacity, pricing trends, technological changes, and potential supply risks.

  • Support sites and projects with category expertise, supplier-market knowledge, commercial guidance, and escalation support.

  • Maintain visibility of category spend, contract coverage, supplier performance, sourcing initiatives, savings, risks, and opportunities.

  • Collaborate with other category managers to ensure alignment where categories, suppliers, sites, or project requirements overlap.

  • Coordinate execution with transactional Procurement teams and external sourcing providers while retaining accountability for category direction and commercial outcomes.

2. Site Procurement Caretaker

The internal Site Caretaker definition describes this role as the site’s single Procurement point of contact, procurement business partner, and conduit to the appropriate owner within Procurement. It also emphasizes collecting site needs and capital plans, developing site knowledge, resolving or coordinating procurement matters, and representing Procurement practices and procedures. The category manager remains the responsible owner and primary contact for category work, while the site caretaker stays informed and communicates progress to the site.

  • Serve as the primary Procurement point of contact for the Soda Springs site.

  • Build trusted relationships with site leadership, Operations, Maintenance, Engineering, Finance, project teams, and other stakeholders.

  • Collect and consolidate site requirements, upcoming demand, capital plans, sourcing needs, contract requirements, supplier concerns, and commercial risks.

  • Direct requirements to the appropriate Procurement owner and coordinate the response when another category manager, Procurement team, or service provider owns the work.

  • Represent site priorities within the broader Procurement organization and communicate relevant Procurement strategies, processes, decisions, and changes to site stakeholders.

  • Promote appropriate use of Procurement processes, systems, agreements, and service channels.

3. Project Procurement Leadership

The established Procurement Lead model places the role at the interface between project management and Procurement and assigns responsibility for leading the project procurement team and coordinating internal and external procurement relationships. The Capital Project Procurement guidance also assigns responsibility for developing the procurement strategy, package plan, procurement schedule, sourcing execution, negotiation, and required procurement deliverables.

4. Act as Project Procurement Lead for assigned capital investment projects.

  • Develop and execute the project procurement strategy in alignment with the project execution model, contracting strategy, schedule, risk profile, and applicable category strategies.

Develop the procurement package plan and maintain an integrated procurement schedule aligned with engineering deliverables, construction milestones, commissioning activities, and supplier lead times.

  • Establish appropriate commercial models, including fixed-price, unit-rate, target-price, reimbursable, engineering, construction, or other project-specific structures.

  • Define Procurement roles and responsibilities within the project and coordinate category managers, sourcing resources, external providers, and other commercial specialists.

  • Monitor procurement deliverables and provide visibility of package status, commitments, project spend, savings, risks, supplier performance, and schedule impacts.

Qualifications & competencies:

  • Bachelors degree in Business, Supply Chain, Engineering, Construction Management, Finance, or related field.

  • 8-10 years of professional business experience or equivalent combination of education and experience in Procurement, Supply chain, Engineering, Operations, or Project Management.

  • Demonstrated category management, sourcing, negotiation, contracting, or supplier management experience.

  • Industrial, manufacturing, or construction environment background.

  • Strong Stakeholder management, communication skills, and financial and commercial acumen.

Preferred Qualifications:

  • Advanced degree or professional certification.

  • Capital project procurement experience; technical goods and industrial services background.

  • Plant engineering, maintenance, or construction knowledge.

  • US commercial contracting knowledge, multinational or matrixed organization experience.

  • Systems proficiency, procurement, contract management, project management, and data analysis tools.

Employees can expect to be paid a salary of $115520.00 - 173280.00per year. Additional compensation may include a bonus or commission (if relevant).
