Full job description

Hybrid-anywhere from Bellingham to Tacoma

Responsibilities

Program & Project Leadership

  • Own the full project lifecycle from initiation through implementation and adoption.

  • Develop and maintain program roadmaps aligned with business objectives and strategic priorities.

  • Manage project scope, schedules, dependencies, milestones, budgets, risks, and deliverables.

  • Coordinate activities across multiple workstreams, stakeholders, technical teams, and external partners.

  • Drive decision-making and issue resolution to maintain momentum and delivery timelines.

  • Prepare and facilitate project meetings, executive status reviews, sprint ceremonies, and steering committee sessions.

  • Establish effective communication plans and provide regular updates to leadership and stakeholders.

  • Support organizational change management activities throughout the project lifecycle.

Business Analysis & Product Ownership

  • Lead requirements gathering workshops with business and technical stakeholders.

  • Translate business needs into well-defined functional requirements, user stories, and acceptance criteria.

  • Identify gaps, ambiguities, and process improvement opportunities.

  • Partner with stakeholders to prioritize product backlogs and delivery roadmaps.

  • Collaborate with solution architects, developers, and business teams to ensure requirements are clearly understood and executed.

  • Facilitate sprint planning, backlog refinement, and Agile delivery activities.

Governance & Process Improvement

  • Develop program status reports, documentation, decision logs, and project artifacts.

  • Support implementation of governance frameworks, project management standards, and best practices.

  • Contribute to the development of PMO and Center of Excellence capabilities where appropriate.

  • Communicate risks, escalations, and key decisions effectively to executive leadership.

Required Qualifications

  • Proven Program and/or Project Management experience leading complex, cross-functional initiatives.

  • Proven experience managing multiple stakeholders, workstreams, dependencies, risks, and deliverables.

  • Strong business analysis and requirements elicitation experience.

  • Ability to convert business objectives into detailed requirements, user stories, and acceptance criteria.

  • Experience working in Agile/Scrum environments, including:

  • Sprint Planning

  • Backlog Refinement

  • Sprint Execution

  • Agile Ceremonies

  • Strong communication and stakeholder management skills, including executive-level presentations.

  • Excellent facilitation, negotiation, problem-solving, and decision-making abilities.

  • Ability to thrive in fast-paced environments with evolving priorities.

  • Strong proficiency with project management and productivity tools such as:

  • Microsoft Project

  • Microsoft Office Suite

  • Visio or similar process-mapping tools

Preferred Qualifications

  • Experience in utilities, energy, procurement, sourcing, RFP-driven programs, or other highly regulated industries.

  • Experience functioning as a Product Owner or partnering closely with Product Owners.

  • Experience working with external implementation partners or consulting organizations.

  • Experience supporting or establishing PMO functions and Centers of Excellence.

  • Financial analysis or financial modeling experience is a plus.

This is a Contract position based out of Bellingham, WA.

Pay and Benefits

The pay range for this position is $95.00 - $120.00/hr.

Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
