Description

Regulatory Analyst I or II

Location: Fergus Falls

Salary grade 11 or 13

Join our regulatory team and help support the financial analysis and filings that allow Otter Tail Power Company to recover the costs of providing reliable electric service. In this position, you will conduct financial and regulatory analysis, develop revenue requirement models, and support cost recovery mechanisms such as riders and trackers.

You will also contribute to general rate cases and other regulatory filings while collaborating with Accounting, Business Planning, Legal, Engineering, and Operations. The level at which this position is filled will depend on the selected candidate’s education, experience, and qualifications.

This position reports to Supervisor Regulatory I.

Key Responsibilities

  • Develop, maintain, and analyze revenue requirement models supporting cost recovery riders, trackers, and other regulatory mechanisms.

  • Perform financial and economic analyses related to utility investments, operating expenses, regulatory assets, and proposed accounting changes.

  • Evaluate the regulatory and financial impacts of projects and programs and recommend appropriate regulatory treatment.

  • Prepare forecasts, calculations, workpapers, exhibits, and supporting analyses for rider updates, tariff filings, rate cases, and regulatory compliance reporting.

  • Prepare written and oral testimony, comments, and responses to regulatory information requests.

  • Coordinate with legal counsel and subject matter experts to help ensure regulatory filings are accurate, complete, and compliant.

  • Monitor state regulatory commission activities, utility filings, and industry developments that may affect cost recovery strategies or compliance obligations.

  • Research regulatory policies, accounting guidance, and emerging industry issues to evaluate potential impacts on rates, recovery mechanisms, and company earnings.

  • Provide financial and regulatory analysis to support strategic decision-making and respond to information requests from management, regulators, and other stakeholders.

  • Partner across the organization to develop and validate information used in regulatory filings.

  • Maintain accurate records, workpapers, and supporting documentation.

  • Identify opportunities to improve analytical processes, reporting practices, controls, and documentation standards.

Regulatory Analyst I

Minimum Qualifications

  • Bachelor’s degree in Finance, Accounting, Business, Engineering, Energy Studies, Public Policy, or a related field; or four years of relevant professional experience in financial analysis, accounting, business analysis, regulatory analysis, or a related analytical field.

  • Demonstrated analytical and problem-solving skills, including the ability to work with financial, accounting, business, or other quantitative information.

  • Strong written and verbal communication skills and the ability to collaborate effectively across functional areas.

  • Proficiency with spreadsheet applications and the ability to learn database, reporting, and other analytical tools.

  • Ability to learn and apply utility regulatory concepts, requirements, and processes.

Preferred Qualifications

  • Experience in an analytical, accounting, financial, utility, energy, or regulatory-related role.

  • Knowledge of utility regulation, regulatory processes, or cost recovery concepts.

  • Experience preparing, reviewing, or analyzing financial information used to support regulatory filings, rate cases, or similar business processes.

  • Experience with cost recovery mechanisms such as riders, trackers, adjustment clauses, or similar mechanisms.

Regulatory Analyst II

Minimum Qualifications

  • Bachelor’s degree in Finance, Accounting, Business, Engineering, Energy Studies, Public Policy, or a related field and at least three years of relevant professional experience; or seven years of relevant professional experience.

  • Demonstrated experience performing regulatory, financial, accounting, ratemaking, or other complex analytical work.

  • Demonstrated ability to analyze and clearly communicate complex financial or regulatory information.

  • Ability to independently manage assigned projects, analyses, or work products while coordinating with multiple stakeholders.

  • Strong analytical, problem-solving, communication, and collaboration skills.

Preferred Qualifications

  • Three to six years of experience in the utility industry, utility regulation, finance, accounting, ratemaking, or a related field.

  • Advanced degree in Finance, Accounting, Business, Engineering, Energy Studies, Public Policy, or a related field.

  • Experience independently preparing or maintaining regulatory filings submitted to state or federal regulatory commissions.

  • Experience developing regulatory, financial, or ratemaking analyses, including revenue requirements, rate base, cost recovery, or related studies.

  • Experience working with cost recovery mechanisms such as riders, trackers, adjustment clauses, or similar recovery frameworks.

  • Knowledge of regulatory orders, tariffs, statutes, and commission requirements, with experience applying them to business or filing activities.

  • Experience coordinating regulatory projects or filing components with accounting, finance, legal, engineering, operations, or other stakeholders.

Successful candidates at either level will be able to manage multiple priorities, exercise sound judgment, maintain confidentiality, support data-driven decisions, adapt to changing regulatory and business needs, and build effective relationships with internal departments, regulatory agencies, consultants, and other stakeholders

  • The expected offer for base compensation for this role is $76,000 - $127,000 annually. The actual compensation within the compensation range will vary based on factors relevant to the position.
