Department of Natural Resources, Executive Director's Office The Executive Director’s Office (EDO) within the Colorado Department of Natural Resources (DNR) exists to manage and supervise the activities of the Divisions within DNR in the development, preservation, and enhancement of Colorado’s natural resources for the benefit and enjoyment of its citizens – both now and in the future. EDO combines and manages the administrative, operational and performance functions of all DNR divisions, including the EDO. The Human Resources Office (HRO) provides professional and technical human resources services for the Department and its six divisions. The Department includes approximately 1,800 FTE and 1,000+ temporary employees. The HRO functions include job evaluation/position classification, employee hiring and selection, compensation, benefits administration, Americans with Disabilities Act As Amended (ADAAA) accommodations, worker’s compensation, leave management, training, workforce development, performance management, employee relations, labor relations, risk management, personal services agreements, records management, data analytics, and consultative services. The HRO ensures that human resources activities are administered in compliance with constitutional and statutory provisions as well as rules and procedures promulgated by the State Personnel Board. This position is responsible for delivering quality human resources services in the Department of Natural Resources and its divisions. Performs professional and technical human resources work required for employee selection, compensation, HR data, HR systems and applications, position allocations, implementation of personnel rules and to share information and advice on human resources issues, and to participate in the development/modification of departmental human resources plans and programs. This position works in partnership with DNR EDO and Division managers consulting with them to understand business needs and to tailor advice and assistance to meet those needs.

Compensation Analysis Brief Duty Description: Assist in development, analysis, and administration of human resource related compensation; compiles and evaluates results. Will work in partnership with the DNR Compensation Specialist lead and will assist in serving as a liaison between senior leadership and employees to develop recommendations for changes/improvements. In partnership with the DNR Compensation Specialist lead, will assist in providing accurate compensation models. Support the HR team in understanding compliance with statutory requirements for employee compensation by assisting in establishing processes and procedures to mitigate inconsistencies in decisions and align those processes when changes are needed. This position will analyze complicated compensation data utilizing known and established theory, principles, and conceptual models in order to make appropriate determinations. Conducts daily compensation reviews for new hires, promotions, transfers, and demotions at request of Selections Team or Hiring Manager.

Human Resources Information Systems, Applications & Data Management This position is responsible for analyzing and implementing solutions to improve efficiency and accuracy in human resources operations. This includes managing HR data, supporting system end users, and identifying opportunities for technological enhancements as it relates to HR data sharing or integration across various systems. Adherence to data governance policies and collaboration with the EDO Product Owner, OIT and HR teams. Providing comprehensive training, creating user-friendly and accessible documentation, and offering ongoing support for end users of HR information systems, in coordination with EDO Product Owner. Use expertise about HR information systems to run reports and create data analytics.

Job Evaluation/Classification This position applies, utilizes and integrates HR theories, principles, conceptual models and professional standards to evaluate positions for classification, which includes the creation and/or allocation of both vacant and encumbered positions. Determines appropriate allocations individually and as a panel member and communicates results to appointing authority and employees.

Compensation / Technical HR Processing Apply laws, rules, policies and procedures in order to accurately process personnel actions for assigned agencies. Processing actions includes, but is not limited to, evaluating transactional information to ensure adherence to laws, rules, policies and procedures, updating tracking logs, troubleshooting and resolving system errors, verifying supporting documentation/information, applying rules, policies and procedures to make pay or leave calculations, entering actions in the State’s employee/payroll system, distributing paperwork as needed to other individuals, and creating and/or maintaining employee files. Actions are processed within established timeframes and often require inquiries with supervisors, employees and/or other Human Resource Professionals. Create temporary and permanent employee personnel files. Continually ensure that I-9’s are properly processed and timely filed and destroyed within established Federal Law timeframes, and in accordance with HRO procedure. Coordinate actions with the Accounting Payroll section.

Special Projects/Other Duties as Assigned Position manages and administers various special projects with sound business practices as assigned by the Human Resources Director. This includes conducting extensive and specialized research and/or studies; compiling and reporting data; working closely with HR staff on the development and implementation of new systems, processes, and procedures; and making recommendations to the HR Director, section, and management through the department. Compensation & Classification

  • Experience in compensation analysis, including developing compensation models and considering pay equity and pay compression.

  • Experience conducting job evaluation and classification.

  • Comprehensive knowledge and experience applying State Personnel Board Rules and COWINS Partnership Agreement in compensation and classification analysis.

HR Information Systems & Technology

  • Experience using a variety of HR information systems to deliver HR services and manage personnel information.

  • Experience using HR information systems to process personnel transactions, extract data, run reports, and create data analytics.

  • Experience developing HR business processes that align with HR information systems.

  • Experience implementing new HR information systems, including User Acceptance Testing, developing SOPs for stakeholders, and providing training on system functions.

  • Ability to identify and apply technology solutions to improve operational effectiveness and efficiency.

  • Ability to look at sets of data and determine accuracy of data presented and identify data integrity issues.

  • Expert knowledge of Microsoft Office Suite (Word, Excel, Access), Gmail, and Google Suite.

  • Knowledge of AI tools.

  • Knowledge of software.to create organizational charts.

  • This is a Hybrid position - Work is primarily performed from a home office, however the selected candidate will at times report to the office at 1525 Sherman Street - Denver, CO for meetings, trainings and projects as directed by the supervisor.
