Summary

You will serve as a Budget Analyst with National Park Service where you will be responsible for the full range of substantive budget work.

Duties

Some of the major duties you will perform include but are not limited to the following: Serves as a consultant and advisor in all phases of budget and related financial management matters. Provides leadership to managers of budget programs in budget formulation and execution. Directs the preparation of fund allocation charts, tables, and summaries, together with detailed instructions as to authorizations, limitations, and guidelines relating to the use of funds to expeditiously accomplish allotment advice actions. Coordinates budgetary practices and procedures to ensure a high standard of financial management. Studies and reviews budgeting practices and procedures of individual units at all levels and recommends revisions or modifications as necessary for improvement. Provides technical assistance and training to program managers for attaining maximum accomplishments within the framework of funds available. Interprets Departmental, NPS Washington Office, Office of Management and Budget (0MB), and General Accounting Office instructions for application to NPS allotment and apportionment systems and procedures. Duties will be developmental in nature when filled below the full performance level. Requirements

Qualifications

All qualifications must be met by the closing date of this announcement - 10/19/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Minimum Qualification Requirements: To qualify for this position, you must meet the following minimum qualifications: To qualify for this position at the GS-11 grade level: Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-9 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience: (1) Monitoring status of funds or financial transactions for an organization; (2) Analyzing and reconciling budget and fiscal documents; (3) Assisting with or developing budget submissions; (4) Generating a variety of written documents, reports, etc., to communicate detailed financial information; and (5) Communicating on financial/budget regulatory or statutory requirements, policies, and procedures. You must include hours per week worked. -OR- Education: Successful completion of at least Ph.D or equivalent degree, or LL.B. or J.D. if related, or 3 full years of progressively higher-level graduate education leading to such degree, or LL.M, if related. Directly related graduate study may include, but is not limited to: business administration, economics, accounting, finance, and/or public administration. You must provide a transcript. -OR- Combination of education and experience as listed above. For example, 6 months of specialized experience (50% of the specialized experience) and two and a half years (45 credits) of graduate education (50% of the education) would equal 100%. Only graduate education in excess of the first 36 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. You must include hours per week and transcripts. To qualify for this position at the GS-12 grade level: Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience: (1) Overseeing and advising on status of funds or financial transactions for an organization; (2) Analyzing and reconciling complex budget and fiscal documents; (3) Developing budget submissions; generating a variety of written documents, reports, etc., to communicate detailed financial information; and (4) Advising on financial/budget regulatory or statutory requirements, policies, and procedures. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

You must submit a copy of your transcript(s) to support claimed education if substituting education for experience. Transcripts must include your name, school name, grades, credit hours earned, major(s), grade point average or class ranking, and date the degree was conferred, if applicable. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not qualified for the position. Unofficial transcripts are acceptable, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
