The Opportunity: The Regional Disability Liaison role serves as a designated specialist for the Child Welfare (CW) direct service workforce to meet State and Federal policy and regulatory expectations as well as the current Voluntary Resolution Agreement (VRA). The Regional Disability Liaison is responsible for implementing process and practice improvements involving statewide operational change through specialized identification of and service delivery for clients with disabilities and their families, resulting in more equitable treatment. This role ensures that CW staff have the knowledge, skills, and confidence to serve individuals with disabilities accurately and consistently through high-quality casework. By translating policy, practice standards, and business processes into accessible learning experiences, this position strengthens the accuracy, consistency, and quality of practice and decision-making across the continuum. Through training, coaching, and collaboration with program, policy, and ADA partners, this position directly contributes to improved outcomes for children and families by supporting a workforce that can fully leverage the resources available to best serve individuals with disabilities and to promote safety, permanency, and well-being.

  • Assist managers and staff in interpreting social service programs, policies, procedures, and legal requirements related to disability services, obtaining clarification from agency subject matter experts and leadership as needed.
  • Develop and strengthen service coordination with external community partners to expand resources and improve access to support for eligible individuals with disabilities. Coordinate referrals, such as to the Department of Social and Health Services (DSHS), Health Care Authority (HCA), Managed Care Organizations (MCO), community mental health agencies, school districts, housing authorities, and supported housing providers, etc.
  • Develop, maintain, and monitor regional resource information, referral processes, and tracking systems. Ensure staff have accurate, current information on disability-related services and eligibility resources consistently.
  • Provide specialized consultation to staff regarding auxiliary aids, communication accommodations, and reasonable modifications to ensure compliance with disability access requirements and equitable service delivery.
  • Review, document, and approve requests for auxiliary aids and communication services in coordination with the ADA Accessibility Program, ensuring accurate documentation and adherence to agency policies and required procedures.
  • Collaborate with leadership, regional staff, and headquarters personnel to promote consistent interpretation of policy, strengthen compliance, and improve service delivery across programs.
  • Monitor regional cases involving adults with disabilities to ensure appropriate eligibility determinations, reasonable modifications, auxiliary aids, and supportive services are identified, documented, and provided in accordance with agency policy and legal requirements.
  • Facilitate communication between regional staff and headquarters ADA Accessibility Programs regarding reasonable modification requests, complaints, and compliance issues, ensuring timely exchange of information and adherence to statutory, regulatory, and all agency requirements for ADA Program determinations.
