Duties
- Prepares analysis of Agency Quarterly, Monthly Financial Statements/Reports, accounting, budgetary, and Notes.
- Prepares analysis of Management Assertion Packages to support financial audit readiness.
- Provides expert advice in specialized areas of accounting, resolving problems, and developing policies.
- Reviews legislation and regulations; developing regulations and guidelines for program users by utilizing DoD, Departmental regulations, administrative manuals, OMB Circulars and bulletins, Treasury regulations and GAO principles and standards.
- Provides advice to financial and program managers and other accountants on unusual and difficult accounting issues and/or operations problems.
- Reviews accounting data for soundness of overall approach, and effectiveness in meeting requirements or expected results.
Qualifications
To qualify for an Accountant (Staff) position, your resume and supporting documentation must support: A. Basic Requirement: A Bachelor's Degree or higher in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. Applicants MUST submit a copy of their college transcripts from an accredited educational institution which reflects that an accounting or equivalent degree was conferred and the date conferred. Failure to submit your transcripts may result in lost consideration. OR B. Combination of education and experience - at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Applicants MUST submit a copy of their college transcripts from an accredited educational institution. Failure to submit your transcripts may result in lost consideration. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. AND C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Applying theories, concepts, principles, and procedures, and generally accepted accounting principles and standards in the United States. Developing guidance, memorandum, procedures, and instructions which cover the full spectrum of accounting and financial management issues. Interpreting complex financial and accounting data and providing the appropriate analysis. Completing payment and reconciliation, and providing management information and advice. Using automated accounting management systems. Conducting audits.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level. If the position has a minimum education requirement you MUST provide transcripts (unofficial are acceptable at the time of application) to support your educational claims. Or, if you are using education to qualify in lieu of specialized experience you MUST provide transcripts (unofficial are acceptable at the time of application) to support your educational claims. The transcripts must include your name, the name of the college or university, class/course list, completed number of credits/hours, and the date degree conferred (if applicable). Education must be accredited by an accrediting institution recognized by the U.S. Department of Education. Licenses must be current at time of application. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
