Summary

DCSA is looking for a Cybersecurity/Information Systems Security Curriculum Manager, at the DCSA Security Academy in Linthicum, MD, to lead the design, implementation, and evaluation of specialized training curricula tailored for civilian cybersecurity professionals. In this role, you will bridge the gap between Information System Security and Industrial Security, ensuring that students are fully equipped to oversee security compliance under the National Industrial Security Program (NISP).

Duties

As a TRAINING SPECIALIST (CURRICULUM MANAGER CYBERSECURITY/ INFORMATION SYSTEMS SECURITY) you will be responsible for the following duties: Security Training (ST) Component centers provide security products and services to ensure maximal human performance in credibility assessment, industrial security, information security, insider threat, personnel security, physical security and special access program missions through training, education, quality assurance and research. The Curriculum Manager (CM) will serve as a key member of the ST Component, responsible for collaborating with Instructors, Course Manager (CoM) and Division Chief (DC) in administering a full portfolio of training and security requirements. To be successful in this role, the incumbent will require a unique blend of skills, including information assurance, security, instructional delivery and learner development and curriculum development. The incumbent will be responsible for assisting with the following programs: Information System Security and Interdisciplinary Security Training. The Curriculum Manager (CM) reports directly to the Division Chief (DC) and will be responsible for coordinating and completing assigned tasks and projects. This includes but is not limited to: Curriculum development in support of the Defense Counterintelligence and Security Agency's Security Academy. Develop and implement instructional materials curricula with a security area of focus; understand, disseminate and translate difficult, complex, and/or ambiguous regulations, procedures, and policy into learning objectives and easily understood concepts for students and stakeholders. Serve as a functional expert in training product development, course administration, course facilitation, and learner engagement; participate in curriculum reviews and evaluations adapting curricula to established technology-based platforms, methods and techniques. Serve as a functional expert in information assurance. Serve as functional expert for DCSA's information system security and industrial security. Prepare and present written and verbal information for decision briefings and reviews for Division Chief approval. Qualifications

This position has a Basic Requirement for the 1712: Individual Occupational Requirements Degree: Undergraduate and Graduate Education: Major study - education or a subject area related to the position to be filled. OR Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s) Supervising or administering a training program Development or review of training/course materials, aids, devices, etc., and evaluation of training results Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. *NOTE: Failure to provide transcripts will result in you being rated ineligible for this position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Demonstrated experience integrating complex DoW, National Security, and cybersecurity concepts (including Information System Security) into technical training and curriculum baselines. Proven capability utilizing instructional design methodologies to design, develop, and deliver Instructor-Led Training (ILT), Virtual Instructor-Led Training (VILT), and corresponding performance support tools. Demonstrated skill in conducting technical content reviews, training needs analyses, curriculum updates, and generating strategic program change recommendations. Experience monitoring, analyzing, and translating rapidly evolving DoW, Joint, and cybersecurity policies, directives, and operating procedures into actionable learning objectives. Specifically you will be evaluated on the following competencies: Information Assurance - Knowledge of methods and procedures to protect information systems and data by ensuring their availability, authentication, confidentiality, and integrity. Security - Knowledge of the laws, regulations, and guidelines related to securing personnel, facilities, and information, including the requirements for handling, transporting, and protecting classified information and proper reporting of security incidents. Instructional Delivery and Learner Development - Deliver, provide, and monitor training and education for individuals and groups within learning environments. Tailor and adapt instruction to ensure learners' needs are met and learning outcomes are achieved. Curriculum Development - Develop training and educational content with corresponding curricular products and services to facilitate competency acquisition. Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.

Substitution of education may not be used in lieu of specialized experience for this grade level. If qualifying for this position based on education, transcripts must be provided. Failure to provide transcripts will result in you being rated ineligible for this position. How You Will Be Evaluated
