Summary

About the Position: This position is located at the Army Health Clinic Myer on Fort Myer, in Arlington, Virginia. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service.

Duties

  • Maintains manpower manning documents and provides management officials with information regarding manning levels and changes to Unit Manning Documents (UMD).
  • Performs technical review for quality control; identifies discrepancies and ensures corrections are made.
  • Performs a wide variety of record keeping, updating manuals on policy and directives, reporting, and informational duties in support of the organization’s programs.
  • Supports analysts in conducting work measurement studies and manpower surveys.
  • Uses multiple office automation software packages with varied functions to monitor and manage the lifecycle of recruitment, placement, and separation actions, ensuring data integrity between personnel files and the system of record.
  • Uses multiple office automation software with varied functions to produce a wide range of documents that often require complex formats.
  • Independently plans and performs complex office automation duties.
  • Serves as the primary point of contact for the office; greets visitors and answers telephone inquiries to provide technical information, explain regulatory procedures, or refer complex issues to appropriate staff.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Developmental/multi-graded: Management may select at any of the grade levels announced. Duties described reflect the full performance GS-07 level. Duties will be performed in a developmental capacity under close supervision. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management. GS-05 Minimum Qualifications: Specialized Experience: One year of specialized experience which includes 1) Utilizing office automation software to enter or retrieve data; 2) Assisting with analyzing data for reports; and 3) Maintaining organizational files using automated systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university in such areas of Business management, General management, etc. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. GS-06 Minimum Qualifications: Specialized Experience: One year of specialized experience which includes 1) Utilizing office automation software to create or retrieve data; 2) Compiling data to create reports; 3) Maintaining organizational files using automated systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). OR Education: A half year (i.e., 9 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Management (International Business, Healthcare Administration) or General Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages. GS-07 Minimum Qualifications: Specialized Experience: One year of specialized experience which includes 1) Reviewing documents for accuracy; 2) Analyzing data to generate reports; and 3) Utilizing office automation tools to prepare administrative or personnel documents. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Management (International Business, Healthcare Administration) or General Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. Proficiency Required: This position requires a qualified typist. A qualified typist can type 40 words per minute based on a 5 minute sample with three or fewer errors.
