This role provides the incumbent the ability to build a deep expertise in metadata platforms, data warehousing, and enterprise data governance. Your daily tasks combine technical analysis, policy creation, and cross-functional problem solving. This work directly helps The Health Care Authority (HCA) manage critical health data accurately and securely.

About the division: The Enterprise Technology Services (ETS) is responsible for management and operation of the state’s federally certified Medicaid Management Information System (MMIS) called ProviderOne, the Agency’s Enterprise Data program, data governance support, and information management functions. ProviderOne processes over two million claims per month and processes/pays claims more than $10 billion annually to providers of services to Medicaid clients statewide.

About the position: This position serves as a technical data analyst working closely with HCA customers in all areas to develop and maintain the agency’s Enterprise Data Warehouse (EDW) solution. The Metadata Management Analyst is responsible for developing and maintaining business Metadata in the agency’s Metadata management platform, Collibra. Metadata includes business information about the data such as field definitions, business rules and appropriate use related to data used by the enterprise to conduct business and resolution of issues related to Metadata/Reference Data. This position identifies and promotes the proper use of data, determines appropriate security and access rights and determines requirements for data quality, maintenance and distribution. Additional tasks include data analysis, conversion and ETL specifications, taxonomy development, implementation planning and coordination (for metadata), and implementation, and other support.

This position is eligible to telework and is typically not required to report on-site.The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. All agency employees are required to report on-site in Olympia on their first and last days of employment to pick up and return state-issued equipment, regardless of telework status or location. Some of what you will do:

• Proactive development, maintenance, and compliance monitoring of the agency’s written metadata and reference data management standard including but not limited to policy, procedures and training.
• Develops process for capturing and maintaining metadata from all data warehousing components.
• Develop data maintenance and governance processes and procedures, to obtain and maintain accurate master data.
• Define process, frequency and responsibility for identification of metadata or reference data discrepancies and resolution.
• Responsible for analyzing and recommending efficiencies at the enterprise level for data collections, integrations, linkages, warehousing and incorporating complex cross functional analytics and reporting.
• Engage in professional development and expand technical skillset to stay current with new technology.

Required qualifications:

• (May be concurrent) A minimum of three (3) years’ experience providing requirements analysis services using disciplined, best practice processes/methods for gathering, documenting, analyzing and managing requirements.

Qualifying candidates will also meet one of the following criteria options:

Option 1:

• Master’s degree in IT, Computer Science, or IT related field.

• One (1) years of progressive (continuing to grow professionally) professional IT Experience in any of these areas:

• Consulting, analyzing, designing, programming, installing and/or maintaining computer software applications, hardware, telecommunications, or network infrastructure equipment.

• Directing projects, requirements management, test management or QA services.

• Providing customer or technical support in IT

• Administering or supervising staff that have performed work in any of these IT disciplines.

Option 2:

• Bachelor’s degree in computer science, data management, information systems or closely related field.
• Three (3) years of the experience listed above.

Option 3:

• Associate's degree OR equivalent two (2) years of vocational training in a technical field.
• Five (5) years of the experience listed above.

Option 4:

• Seven (7) years of the experience listed above.

Option 5:

• Three (3) years as an Entry Level IT Professional in State Government performing the experience listed above.

Preferred qualifications:

• Experience with Collibra Data Governance platform or other metadata management system.
• Experience utilizing the Data Management Book of Knowledge (DAMA – DMBOK).
