Serving as a project manager, your day-to-day role as a NYSTEC consultant will include ensuring that the initiatives are delivered on time, within scope, and within budget by the vendors while maintaining compliance with NYS requirements and federal and state Medicaid regulations.

Key Responsibilities

  • Lead end-to-end project management for initiatives within the “Pharmacy, DPDM (Division of Program Development and Management), and Provider Enrollment” portfolio, ensuring alignment with project objectives and regulatory requirements.

  • Coordinate cross-functional teams, including business analysts, developers, testers, vendors, and subject matter experts, to support successful project execution.

  • Develop an understanding of the eMedNY system, Centers for Medicare & Medicaid Services (CMS) requirements, and associated regulatory guidance to ensure project compliance with state and federal standards.

  • Oversee system enhancements related to pharmacy operations, provider portals, provider communications, and Medicaid program requirements, including waivers, fee schedules, and service categories.

  • Collaborate with business and technical stakeholders to assess project impacts, align priorities, resolve challenges, and support informed decision-making.

  • Facilitate stakeholder meetings, steering committee and executive briefings, and status reporting, communicating project progress, risks, and recommendations to leadership.

  • Identify and mitigate project risks, escalate critical issues, and drive accountability across participating teams.

  • Support quality assurance activities, including deliverable reviews, user acceptance testing (UAT), defect resolution, and implementation readiness.

  • Ensure project deliverables meet established quality standards, business requirements, and applicable state and federal regulations.

About you: Required Qualifications

  • Knowledge of Medicaid pharmacy systems, drug rebate programs, or provider management projects or a demonstrated ability to learn the subject area quickly.

  • Proficiency in project management tools (e.g., Microsoft Project, Jira, Azure DevOps).

Preferred/Desired Qualifications

  • Project Management Professional (PMP), Certified Associate in Project Management (CAPM), or equivalent project management certification.

  • Experience with CMS requirements

  • Experience with project management methodologies in a government IT setting

  • Three years in healthcare IT or Medicaid/MMIS environments

Education and Experience

  • A bachelor’s degree in Business Administration, Information Technology, Healthcare Administration and five years of related project management experience.

  • An equivalent combination of advanced education, training, and experience will be considered.
