Summary

This position is located in the Domestic and International Security (DIS) Division within the Department of Administration and Finance (A&F), Millennium Challenge Corporation (MCC). Although the position is advertised equivalent to SES, MCC uses a pay-band system to compensate employees. This position is pay band 2D which is generally equal to SES in pay only.

Duties

Serves as the Senior Director of Domestic and International Security (DIS) and provides executive-level leadership, strategic oversight, and agency-wide direction for MCC security (domestic and international) and travel programs, and ensures these programs are integrated, coordinated, and aligned with MCC's strategic objectives. Serves as an expert advisor and technical authority on matters related to domestic and international security, travel, health, and safety programs including Continuity of Operations, emergency management and preparedness, physical and personal security at the national and international level, and insider threats. Serves as the primary liaison with partners, stakeholders and the intelligence community and conducts foreign travel briefings and after-action reports. Advises senior leadership on emerging security and travel technologies, threat trends, and advanced technique Oversees Continuity of Operations, travel, physical and personnel security programs concerned with methods to safeguard personnel, property and information. Leads contingency planning; evaluates the effectiveness of existing practices and recommends and initiates corrective actions as needed. Leads development, refinement, and integration of corporate-wide policies, procedures, SOPs, and comprehensive operational guidance on a variety of travel, health, safety and security issues facing headquarters and field staff. Develops senior-level briefings, executive talking points, and reviews materials to support senior leader engagements and negotiations. Represents the organization on interagency committees, task forces, and periodic meetings in support of the Agency's security programs. Performs administrative and human resource management functions relative to the staff supervised. Ensures a continuing affirmative application of MCC policies concerning equal employment opportunity. QUALIFICATIONS REQUIRED: To qualify for Pay Band 2D applicants must meet the following: Qualifying experience for Pay Band 2D includes one year of specialized experience (comparable to the Pay Band 3Aor GS-15 or equivalent non-federal experience), which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, examples of specialized experience are: leading and managing domestic and international security, travel, health, and safety programs including Continuity of Operations, emergency management and preparedness, physical and personal security and insider threats at the national and international level; providing expert-level advice on matters related to domestic and/or international security, travel, health, and safety programs including Continuity of Operations, emergency management and preparedness, physical and personal security and insider threats at the national and international level; serving as the primary liaison with partners, stakeholders and the intelligence community; conducting foreign travel briefings and after-action reports; leading the development, refinement, and integration of corporate-wide policies, procedures, SOPs, and guidance on a variety of travel, health, safety and security issues facing headquarters and field staff; developing senior-level briefings, executive talking points, and reviews materials to support senior leader engagements and negotiations; and representing the organization on interagency committees, task forces, and periodic meetings in support of the Agency's security programs.
