Scope of Job

To provide leadership and direction to the Office of Strategic Analysis and Institutional Reporting. To serve as the University’s senior leader for strategic analysis, institutional intelligence, enterprise analytics, and executive decision support. Oversee analytical studies strategic planning support activities, performance measurement, forecasting, benchmarking, and external reporting functions to inform and support executive decision making and advance institutional priorities. Provide leadership in the development of data governance standards, enterprise analytics capabilities, and institutional performance monitoring to support the University’s long-range planning, operational effectiveness, and competitive positioning.

Description of Duties

  • Serves as a strategic advisor to executive leadership on institutional priorities, performance outcomes, long-range planning, and organizational effectiveness.

  • Leads institutional strategic analysis, forecasting, benchmarking, environmental scanning, and scenario planning to support executive decision-making.

  • Presents analysis, forecasts, and institutional performance results to executive leadership, governing bodies, state agencies, legislators, and other stakeholders for decision-making.

  • Represents the University on relevant committees, task forces, and professional organizations.

  • Identifies and evaluates emerging trends in higher education, demographics, workforce demands, public policy, funding models, and market conditions that affect institutional strategy and performance.

  • Directs university-wide strategic analysis, institutional reporting, and performance management activities to support planning, accountability, and continuous improvement.

  • Oversees the development and maintenance of institutional dashboards, key performance indicators, executive scorecards, data visualization tools, and enterprise reporting systems.

  • Provides leadership for enterprise data governance, data quality, data accessibility, institutional reporting, and the strategic development of the University’s data warehouse and analytics infrastructure.

  • Ensures the accuracy, integrity, and compliance of official institutional data submissions, reports, and publications for internal stakeholders and external agencies.

  • Directs the Office of Strategic Analysis and Institutional Reporting, including personnel management, professional development, resource allocation, budgeting, and operational effectiveness.

  • Collaborates with University divisions and external partners to support accreditation, legislative initiatives, grant-funded projects, policy analysis, and other strategic institutional priorities.

  • Performs other duties as assigned.

Required Education

Master’s degree from an accredited university with course work in research and/or statistics.

Required Experience

  • Seven (7) years of increasingly responsible experience in institutional research, strategic analysis or a related field,or

  • Ten (10) years of the required experience with a Bachelor’s degree from an accredited University.

Working Conditions

Needs to be able to successfully perform all required duties. Work is performed primarily in a general office environment. Some travel and weekend work is required. Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. UTRGV is a distributed institution which requires presence at multiple locations throughout the Rio Grande Valley.

As part of their essential duties, employees in these roles are expected to maintain a consistent, in-person presence on campus at their assigned locations. Limited exceptions may apply for positions that are approved as hybrid or fully remote in accordance with UTRGV policies.

  • Large complex institutions of higher education and their data reporting responsibilities to the general public and governing/regulatory bodies.

  • Large-scale databases or data archives.

  • Quantitative methods for decision-making in the public sector.

  • Definitions of all major data elements used in official reporting by the public universities of Texas.

  • The role of reported data in the legislative appropriations process for public universities.

  • Relevant Federal, state and UT System laws, rules and regulations.

Requires ability to:

  • Develop and continuously adjust an office work-plan which effectively and strategically utilizes available office resources.

  • Gain and maintain the trust of all people involved in supplying data and using analytic results.

  • Present, both orally and in writing, the results of analytic studies to high-level decision-makers.
