Summary

This is a National Guard Title 32 Excepted Service Position. This is a Temporary NTE GS-0080-11 SECURITY SPECIALIST (TITLE 32), Position Description Number D1277000 and is part of the MO G2 Intelligence Directorate. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.

Duties

  • Initiates and implements policies and procedures required to manage sensitive compartmented information (SCI) programs and to protect SCI resources.
  • Acts as resident expert on all SCI security matters.
  • Establishes policies and procedures for accomplishment of SCI protection and security.
  • Develops goals and objectives that integrate organizational missions and security requirements.
  • Serves as the SCI Control Officer responsible for establishing, managing, and controlling all collateral and SCI classified information and material within the Sensitive Compartmented Information Facilities (SCIFs) affecting the Unit's mission.
  • Works directly for the intelligence unit commander/Senior Intelligence Officer (SIO), reporting on the administration of the Special Security Office and SCI-associated security programs.
  • Manages and directs the activities and personnel of the unit Special Security Office.
  • Appoints Local SCI courier officials that have a requirement to courier SCI on base and coordinates with the Defense Courier Service (DOS).
  • Administers the SCI security clearance program for all assigned personnel, ensuring all required clearances are up-to-date and completed.
  • Tracks and administers SCI clearances for all in-processing personnel to ensure mission readiness.
  • Provides oversight of unit and SSO security self-inspections and presents detailed and comprehensive reports with corrective action taken to the unit intelligence commander/SIO.
  • Represents the intelligence unit to a variety of installation and functional areas, including national-level organizations.
  • Performs other duties as assigned.

Qualifications

MILITARY REQUIREMENTS: Selected candidate must currently be assigned to a military unit in the Missouri Army National Guard. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion). Maximum Military Grade - 1LT (O-2) Minimum Military Grade - SSG (E-6) with date of rank on or before 7 Jun 2024 GENERAL EXPERIENCE: Must possess experience, education, or training that demonstrates your ability to follow directions, to read, understand, and retain a variety of instructions, regulations and procedures; skill in collecting and analyzing data effectively, efficiently, and accurately; clearly enunciate English without impediment of speech that would interfere or prohibit; effective two-way radio or telephone communication; write English in reports and presentation formats; communicate orally and in writing clearly and effectively; assess body language and perceive immediate risk levels; and apply procedures and directives by reading and interpreting technical material. GS-11 SPECIALIZED EXPERIENCE: Must possess 24 months of specialized experience which demonstrates your ability to implement a sensitive compartmented information security clearance program and maintain current and completed clearances for assigned personnel; manage, assess and conduct Special Security Office self-inspections and able to present detailed and comprehensive reports with follow-up work to ensure complete and quality discrepancies resolutions improve quality, timeliness, and efficiency; research and analysis reports on physical, information, computer, and personnel security; conduct intelligence support operations, procedures, and practices that are necessary to accomplish intelligence functions in support of programs essential to the organization's daily operations, training, and readiness missions; and implementing policies and procedures required to manage sensitive compartmented information programs and to protect sensitive compartmented information resources. The specialized experience must also indicate that you possess thorough knowledge of security principles, concepts and methodologies to evaluate state security procedures; knowledge of security procedures to perform inspections and risk vulnerability assessment analysis; knowledge of effective security programs to provide advice and assistance to units and organizations; and knowledge of physical security requirements and inspections to advise and train personnel; and experience in analyzing and evaluating reports of investigations and the maintenance of security records, files, reports and forms.
