APS-3: Deputy SSA Manager
Program Summary
KBR maintains and manages U.S. Army Prepositioned Stocks (APS-3) at the Army Field Support Battalion-Charleston (AFSBn-CHS) land site, providing comprehensive logistics, maintenance, and supply chain support in support of the Army's global power projection mission. The APS-3 Program ensures equipment and materials are maintained at optimal readiness and available for rapid deployment. KBR also provides logistics and sustainment support for additional Army programs in accordance with contract requirements and customer directives.
Job Summary
This position supports the APS-3 Program and associated missions located in Goose Creek, SC on Naval Weapons Station Charleston/Joint Base Charleston. The Deputy Manager, Supply Support Activity (SSA), serves as the deputy to the SSA Manager and assists in the planning, coordination, management, and execution of all SSA operations supporting APS-3 readiness requirements.
The successful candidate will possess extensive experience in Army supply operations and logistics management, including expertise in GCSS-Army, Army supply procedures, inventory accountability, warehousing operations, and materiel readiness. The Deputy Manager SSA provides leadership and oversight to SSA personnel while ensuring compliance with contractual requirements, Army regulations, performance metrics, and customer expectations. This position requires strong leadership, communication, analytical, and organizational skills with the ability to manage complex logistics operations in a dynamic government contracting environment.
Roles and Responsibilities

Assist the SSA Manager in planning, directing, coordinating, and overseeing all Supply Support Activity operations.

Manage daily supply operations involving receipt, storage, issue, shipment, accountability, and inventory management of government property.

Ensure all tasks are completed in accordance with the Performance Work Statement (PWS), CDRLs, Army regulations, workload guidance, and approved operating procedures.

Supervise assigned personnel, including direct-hire and subcontract employees, while making operational decisions impacting mission execution.

Ensure all standard operating procedures, work instructions, and approved processes are properly followed and updated as necessary.

Manage logistics readiness and inventory accuracy within GCSS-Army and other applicable Army logistics systems.
-
Analyze operational and inventory data, identify trends, and initiate corrective actions to improve performance and mission effectiveness.
-
Ensure compliance with Army property accountability requirements, shelf-life management programs, and material handling procedures.
-
Maintain a working knowledge of ISSA/SSA operations, receiving processes, storage requirements, issue procedures, and shipment preparation.

Coordinate closely with Government personnel to support operational planning, inventories, inspections, readiness requirements, and mission execution.

Assist with planning and execution of APS-3 maintenance cycles, equipment issue and turn-in operations, upload/download activities, and surge mission requirements.

Ensure timely submission of required reports, CDRLs, inventories, and supporting documentation.

Support internal and external audits, inspections, inventories, and readiness assessments.

Develop and maintain effective customer relationships supporting current and future operational requirements.

Promote and enforce KBR's Zero Harm safety culture while ensuring compliance with all safety and environmental requirements.

Perform other duties as assigned.
Basic Qualifications
-
Must be a U.S. Citizen.
-
Must possess a valid U.S. Passport.
-
Must be able to obtain and maintain a Common Access Card (CAC).
-
Must obtain and maintain local base access.
-
Must possess a valid State Driver's License.
-
Bachelor's Degree in Logistics Management, Supply Chain Management, Operations Management, Business Management, or a related field. Applicable military or military contractor experience may be substituted for formal education on a one-for-one basis.

Minimum of 8 years of experience in Army logistics, supply operations, warehousing, inventory management, or a related field.
-
Minimum of 5 years of supervisory or management experience.
-
Demonstrated experience utilizing GCSS-Army in support of supply operations and accountability functions.
-
Knowledge of Army supply regulations, inventory management, warehousing operations, and property accountability procedures.
-
Experience in a government contracting environment.
-
Secret Clearance required (current or previous).
-
Must be able to meet physical and medical deployment requirements for U.S. Army contractors.
Physical Requirements:
-
Must be able to stand - between 2 to 3 hours per day.
-
Must be able to walk - between 4 to 5 hours per day.
-
Must be able to Lift - up to 30 lbs.
-
Must be able to squat, kneel, bend, reach and climb periodically.

Must be able to work outside and inside in non-climate-controlled environments.
Preferred Qualifications
-
Extensive experience supporting Army Supply Support Activity (SSA) and/or Installation Supply Support Activity (ISSA) operations.
-
DoD Shelf-Life Certification.
-
Experience with Shelf-Life Extension System (SLES).
-
Experience with Army Cargo Movement Operations System (CMOS).
-
Hazardous Materials Transportation Certification.
-
Experience supporting APS, Army Sustainment, or strategic logistics programs.
-
Experience with ISO 9001:2015 quality management systems.
-
Strong leadership, analytical, communication, and team-building skills.
-
Experience managing large workforces under Cost-Plus government contracts.
